John Clarkson is a distinguished executive leader, governance professional, and strategic advisor whose career spans more than four decades across the public, private, and nonprofit sectors. Throughout his remarkable professional journey, he has consistently demonstrated an ability to guide organizations through complex challenges, transformative growth initiatives, and periods of significant change. Known for his thoughtful leadership style, commitment to public service, and deep understanding of governance, John has built a reputation as a trusted executive capable of aligning strategy, operations, and stakeholder interests to achieve lasting organizational success.
John’s career began following his graduation from the University of Manitoba, where he earned a Bachelor of Commerce (Honours). Equipped with a strong foundation in business administration, finance, and organizational management, he embarked on a professional path that would ultimately place him in some of Canada’s most influential leadership positions. Early roles with the Canada Mortgage and Housing Corporation and the Province of Manitoba allowed him to develop expertise in financial planning, policy analysis, public administration, and government operations. These formative experiences established the analytical rigor and strategic mindset that would become hallmarks of his leadership approach.
As his career progressed, John assumed increasingly senior responsibilities within the Province of Manitoba, serving as Treasury Board Analyst, Manager of the Treasury Board Secretariat, Assistant Deputy Minister for Research, Innovation and Technology, Deputy Minister of Innovation, Energy and Mines, and ultimately Deputy Minister of Finance. In these roles, he became a key architect of transformational initiatives designed to modernize government operations, strengthen economic competitiveness, and improve service delivery. His leadership helped reshape Manitoba’s innovation ecosystem while creating new opportunities for business growth, technology commercialization, and public-private collaboration.
Among John’s most notable accomplishments during his government career was the development of Manitoba’s Innovation Framework, a comprehensive strategy designed to enhance economic development through innovation and entrepreneurship. He played a central role in launching multiple business incubators that supported the growth of emerging companies and helped create an environment where innovation-driven businesses could thrive. His work also contributed to the establishment of SmartPark at the University of Manitoba, fostering stronger connections between research institutions and the private sector. These efforts significantly enhanced Manitoba’s ability to attract investment, develop talent, and support commercialization activities.
John’s influence extended beyond economic development into major government transformation initiatives. He successfully led efforts to consolidate information and communications technology services across government departments, creating a more efficient and integrated approach to technology management. He also directed large-scale modernization projects involving enterprise resource planning systems, network infrastructure, desktop computing services, and hosting environments. Through these initiatives, he demonstrated a unique ability to balance strategic vision with operational execution while managing complex stakeholder relationships and navigating political environments.
A strong advocate for sustainability and long-term planning, John also led the development of Manitoba’s first Provincial Climate Action Plan. His leadership helped transform the province’s approach to addressing environmental challenges through strategic policy development and legislative action. This achievement reflected his broader philosophy that effective leadership requires balancing economic growth, social responsibility, and environmental stewardship to create sustainable outcomes for future generations.
Following his distinguished government career, John transitioned into executive leadership within Canada’s healthcare and innovation sectors. In 2013, he joined the Ontario Brain Institute as Senior Vice-President and Chief Operating Officer, a role he held for more than eleven years. During his tenure, he helped guide one of Canada’s most respected neuroscience and health innovation organizations through a period of extraordinary growth and impact. Working alongside researchers, healthcare providers, government leaders, community organizations, and entrepreneurs, John played a critical role in advancing groundbreaking initiatives that improved patient outcomes and accelerated innovation across the healthcare ecosystem.
Under his operational leadership, the Ontario Brain Institute supported the development of more than one hundred companies and contributed to bringing twenty-six healthcare products to market. John was instrumental in implementing Canada’s first privacy-by-design informatics platform, creating a secure research environment that enabled more than forty institutions to share clinical health research data while maintaining the highest standards of privacy protection. This pioneering achievement established a new benchmark for collaborative healthcare research and positioned Canada as a leader in responsible data innovation.
Throughout his executive career, John has consistently demonstrated exceptional skill in strategic planning, operational management, financial oversight, government relations, fundraising, stakeholder engagement, and organizational governance. His ability to build consensus among diverse groups and create productive partnerships has enabled organizations under his leadership to secure critical funding, achieve ambitious strategic objectives, and navigate complex regulatory environments. His expertise in balancing organizational mission with operational realities has made him a highly effective executive and trusted advisor.
Beyond his executive responsibilities, John has maintained an extensive commitment to board service and governance leadership. Over the years, he has served on and chaired numerous corporate, nonprofit, public-sector, and advisory boards, including Crocus Investment Fund, Manitoba Industrial Technology Centre, Manitoba Technology Accelerator, Manitoba Health Research Council, TRLabs, Smart Winnipeg Inc., Manitoba Innovation Network, and is currently active as the Board Secretary for the Ontario Brain Institute. His board experience spans governance, finance, audit and risk management, strategic planning, organizational restructuring, and executive oversight. These experiences have given him a deep appreciation for the distinct role that boards play in supporting organizational success while maintaining appropriate governance boundaries.
John’s international experience further enhances his leadership profile. Throughout his career, he has participated in and led trade, innovation, and economic development missions across the United States, India, Israel, Australia, New Zealand, Austria, and South Korea. He has negotiated economic development agreements, built international partnerships, and helped organizations identify opportunities for growth in global markets. His global perspective allows him to understand both the opportunities and challenges organizations face in an increasingly interconnected world.
