Managing a $9 billion annual budget, he led the development of groundbreaking initiatives such as the SCORM technical standard for online learning and the electronic transcript used by over 2,800 U.S. colleges. Under his leadership, the Navy College Program was established, which now generates over 20,000 degrees annually. His work earned him two “Innovator of the Year” awards from the National Education Association.
In addition to his roles in military education, Dr. Zeman served as Chief Economist for the U.S. Embassy in Baghdad during the Iraqi Reconstruction from 2004 to 2005. He led the Office of Strategic Analyses, aligning resources for the $24 billion Iraqi Relief and Reconstruction Fund and providing key communication between the U.S. Embassy and Congress on reconstruction efforts.
