Charles Johnson is a seasoned Chief Human Resources and Shared Services Officer, strategic advisor, and enterprise transformation leader with more than three decades of executive experience helping organizations strengthen leadership, culture, workforce performance, and organizational resilience. Throughout his career, he has operated at the intersection of people strategy and business strategy, advising executive leadership teams while building human capital programs designed to support growth, transformation, operational excellence, and long-term enterprise value. Charles currently serves as Chief Human Resources and Shared Services Officer for MCR Health, a large Florida-based federally qualified healthcare system with more than 1,000 employees and approximately $163 million in annual revenue. As a member of the Executive Leadership Team, he helps shape the organization’s strategic roadmap while leading responsibilities across Human Resources, Payroll, Communications, Marketing, Community Outreach, Employee Credentialing, and Mailroom Services. His leadership has extended well beyond traditional HR administration, positioning him as an enterprise partner responsible for strengthening efficiency, culture, organizational design, and the alignment of people initiatives with the institution’s broader mission and business objectives.

At MCR Health, Charles has demonstrated a strong ability to lead through both growth and significant organizational change. His work has included helping guide restructuring initiatives, workforce realignment, executive leadership redesign, and employee engagement strategy. Among his documented accomplishments are helping architect a Chapter 11 restructuring that reduced staff by 20% and generated approximately $14 million in payroll savings, partnering with the CEO on an Executive Leadership Team restructuring that produced $750,000 in salary savings, and launching an inaugural employee engagement survey that achieved 74% participation. His people initiatives also contributed to MCR Health receiving recognition from Newsweek as one of America’s greatest midsize workplaces in healthcare.

Before joining MCR Health, Charles served as Executive Vice President and Chief Human Resources Officer for Empath Health, where he was a member of the C-suite and led a comprehensive human capital function supporting a complex nonprofit healthcare organization. He managed a 42-person HR organization and a budget of approximately $30.5 million while overseeing talent, culture, organizational development, compensation and benefits, HRIS, change management, communications, and workforce education. His tenure included harmonizing titles, compensation structures, severance practices, and succession planning across legacy organizations; reducing turnover through innovative workforce strategies; supporting healthcare M&A due diligence and integration; and improving time-to-fill for critical clinical roles through a more data-driven talent acquisition strategy and an international nursing pipeline.

Charles has repeatedly been selected for senior leadership roles during periods requiring decisive transformation, labor expertise, and organizational discipline. As Vice President and Chief Human Resources Officer for Crozer Health System, he served as a strategic business partner to the CEO and oversaw HR operations for a health system with thousands of employees. His leadership included management of labor relations and 16 collective bargaining agreements, development of a staffing strategy that reduced recruiting expenses by approximately $1.3 million, and sponsorship of employee value proposition efforts recognized by the Delaware County Chamber of Commerce. Earlier at Baptist Health South Florida and Health System Solutions, he helped build long-range HR strategy, led workforce transformation efforts, supported large-scale technology implementations, and administered a voluntary separation program that resulted in approximately $34 million in annual payroll savings.

His executive foundation was built through leadership roles with several nationally recognized organizations. At Citizens Property Insurance Corporation, Charles served as Chief Human Resources Officer with responsibility extending across Human Resources, Facilities, and General Services while acting as an executive business partner to the CEO. At American Express, he served as Vice President of Human Resources for Service Delivery Network and World Service, supporting business units representing more than 15,500 employees and contributing to global human capital efforts spanning the United States and numerous international markets. His earlier tenure at Office Depot included progressive advancement through director and vice president roles, while his leadership at Nationwide Credit and AT&T Wireless further developed his expertise in field operations, employee relations, labor relations, leadership development, recruiting, and organizational performance.

The breadth of Charles’s career has shaped a board-relevant perspective grounded in human capital strategy, corporate governance, executive succession, compensation, enterprise risk, M&A integration, workforce planning, culture transformation, and organizational change. He brings particular insight into the ways talent strategy influences business continuity, productivity, regulatory exposure, leadership effectiveness, and long-term growth. His experience advising CEOs and executive teams, presenting to boards, managing substantial operating budgets, supporting due diligence, and leading through restructuring gives him the ability to approach human capital not as an isolated function, but as a critical component of enterprise strategy and risk oversight.

Charles also brings meaningful international exposure to his leadership perspective. Through roles with global organizations such as American Express, Office Depot, and AT&T Wireless, he has worked across multicultural and geographically dispersed environments and has supported workforces in markets including Argentina, Europe, Japan, the United Kingdom, Mexico, India, and Australia. His résumé specifically reflects global human capital responsibility across 15 countries and support for complex organizational consolidations involving thousands of employees. This experience has strengthened his understanding of cultural differences, global workforce dynamics, leadership adaptability, and the importance of developing people strategies that can operate effectively across markets.

His academic and executive-development background further reinforces his strategic leadership capabilities. Charles earned a Master of Public Administration with a concentration in Human Resources Management from Florida International University and a bachelor’s degree in Human Resources Management from Florida State University. He also completed executive human resources programs through the University of Pennsylvania’s Wharton School of Business and Cornell University’s School of Industrial and Labor Relations. His professional background includes the Senior Professional in Human Resources and Senior Certified Professional credentials, reflecting a career-long commitment to human capital leadership and professional development.
