    Tammy currently leads Earnhardt Consulting, a hybrid advisory practice she founded to support health and human services organizations in achieving strategic growth. In this role, she works directly with private equity firms, managed care organizations (MCOs), government agencies, and healthcare providers to guide decision-making, integrate services, expand operational footprints, and optimize compliance strategies. Her approach is built on decades of experience across the full behavioral health continuum—from direct care to executive leadership—ensuring she brings both tactical insight and high-level vision to her clients.

    Prior to launching her consulting practice, Tammy served for nearly two decades as Senior Vice President of Strategy at Health Connect America, where she played a transformative role in the organization’s rise from a single-state provider to a 10-state enterprise with over $150 million in annual revenue. She led the successful integration of multiple mergers and acquisitions, developed statewide integrated care models in Tennessee, and pioneered a multi-state virtual medication management program. Her efforts established enduring relationships with MCOs and helped define sustainable care models for underserved populations, including children in state custody, adolescents in crisis, and families requiring in-home services.

    Earlier in her career, Tammy was the Founder of Progressive Case Management, a behavioral health company serving adolescents and families across southeastern Tennessee. There, she specialized in prevention, reunification, HIV group services, and wraparound community-based care. Her operational acumen was further demonstrated in her role as Director of Operations at Mountain View Counseling, where she helped pilot and scale an in-home commercial insurance program that achieved notable recidivism reductions and multimillion-dollar cost savings.

    Her expertise spans strategic planning, mergers and acquisitions, brand and operational development, compliance with federal and state regulations, and stakeholder engagement. Tammy is especially adept at building high-performance teams and fostering cultures of accountability, equity, and innovation.

    An expert presenter, Tammy has spoken at numerous conferences on topics ranging from child welfare to integrated behavioral health, representing her organizations with clarity and credibility. While she does not hold international experience or multilingual capabilities, her national influence and extensive professional network position her as a key voice in shaping the future of U.S. behavioral health systems.

    Tammy earned her B.S. in Psychology from the University of Tennessee at Chattanooga, and she is an active member of several professional organizations including NOMY (National Organization for Mental Youth), SAMHSA, and NATCON (National Council for Mental Wellbeing).
