A Career That Built the Foundation
Rashaan’s credibility as a founder is grounded in the range of environments in which he has already operated. He has advised federal executives, managed more than $1 billion in national-security acquisitions, supported hundreds of federal procurements, built business-development pipelines, led organizational-development programs, coached leaders, managed commercial and government contracts for an international space company, implemented AI practices, supported startup operations, advised small businesses, and founded multiple ventures. The combination gives him cross-functional pattern recognition that is difficult to gain from any single job or industry.
National Security Acquisition and Institutional Leadership
A defining chapter of Rashaan’s career was his service at the National Reconnaissance Office, where he progressed to warranted Contracting Officer and Business Advisor. He led and supported more than 30 classified and unclassified acquisitions across information technology, SETA, FFRDC, C4ISR, ISR, space systems, and mission-support requirements. His work covered the full acquisition lifecycle: planning, market research, solicitation, source selection, cost and price analysis, negotiation, award, administration, performance oversight, risk mitigation, funding, and closeout.
Operating at the intersection of mission requirements, federal regulation, industry capability, and executive decision-making strengthened Rashaan’s ability to evaluate risk, align complex stakeholders, and translate strategic objectives into executable acquisition approaches. He became known not only for contract execution, but also for improving the system around the work. He developed standard operating procedures, acquisition tools, and tracking mechanisms to reduce Procurement Acquisition Lead Time, improve transparency, strengthen accountability, and preserve continuity of operations.
His innovation work included pioneering a competitive GSA eBuy acquisition approach, helping establish flexible contract vehicles under compressed timelines, and contributing to the NRO Office of Contracts Innovative Contracting Tiger Team, including work involving artificial intelligence and machine learning in acquisition. His mission performance and broader leadership contributions earned multiple forms of recognition, including the 2024 NRO Senior Civilian Mission Support of the Year honor.
Rashaan’s leadership at the NRO extended beyond his contracting portfolio. He co-founded and chaired a professional council for emerging acquisition officers, helped build development and networking opportunities across the workforce, served as an NRO Ambassador, and facilitated strengths-based leadership workshops. These contributions reflected a consistent belief that institutional performance depends not only on policy and process, but also on culture, communication, leadership development, and the ability to prepare other people to own outcomes.
Government Contracting From Both Sides of the Market
Rashaan’s federal perspective is strengthened by having worked across nearly every major vantage point surrounding the government-contracting ecosystem. At Unison Global, he served between federal buyers and commercial vendors, supporting more than 250 procurement actions representing more than $20 million. The role gave him direct insight into federal demand, vendor positioning, market research, competition, NAICS alignment, procurement workflows, and the friction that often separates capable suppliers from government customers.
At TIME Systems, he moved to the industry side of the market and supported business development, capture, opportunity qualification, competitive intelligence, pipeline management, teaming, and proposal efforts. He used platforms including GovWin, FPDS, SAM.gov, and USAspending to analyze federal buying behavior and helped create more disciplined processes for executive bid decisions and revenue pursuits. This experience reinforced a principle that now informs BIC GovCon: a strong technical capability does not automatically become federal revenue. Companies need a repeatable system for identifying, qualifying, positioning, pursuing, winning, and delivering work.
At EnduroSat, an international space company, Rashaan served as U.S. Contracts Manager / Head of Contracts and U.S. AI Champion. He managed government and commercial contracting across space programs while advising business development, compliance, export control, and executive leadership. His work included federal contracts, subcontracts, procurement agreements, master service agreements, NDAs, licensing arrangements, contractual risk, intellectual property, data rights, warranties, FAR, DFARS, ITAR, EAR, and internal contract infrastructure. He also partnered with the company’s Chief AI Officer to train employees, support responsible AI adoption, and improve U.S. operational practices.
Today, through independent federal acquisition consulting, Rashaan combines these government and industry perspectives to design business-development, capture, CRM, pipeline, governance, and operating systems for growing contractors. This work marks an important progression in his career: he is no longer only operating within established systems; he is architecting the systems that other organizations use to grow.
Organizational Development, People, and Entrepreneurship
Rashaan’s work in organizational development began early. At Gallup, he supported the operations of a large research office and gained exposure to workplace performance, employee engagement, and strengths-based development. At George Mason University’s Center for the Advancement of Well-Being, he later led a major strengths-development initiative, managed a leadership-development contract, facilitated workshops, coached students, faculty, and staff, coordinated executive stakeholders, and helped measure program impact.
He also supported small government contractors through an organizational-development nonprofit, helping coordinate professional training, member engagement, events, and operational activity for businesses navigating the federal market. In financial services, he developed consultative sales, relationship management, financial-needs analysis, client acquisition, CRM, and regulatory-workflow experience. These chapters strengthened his understanding of how people, trust, revenue, service delivery, and organizational infrastructure interact.
His entrepreneurial journey began well before Best in Class. As the founder of Tag Me LLC, a social-media management company, Rashaan handled client acquisition, onboarding, pricing, contracts, partnerships, service delivery, financial tracking, technology, and customer relationships. More recently, his operations leadership with Artcitexture, an immersive dining and experiential hospitality venture, has required him to translate creative vision into staffing, vendor coordination, logistics, business planning, team alignment, and executable guest experiences. Across very different industries, the role remains consistent: understand the vision, organize the people and resources, build the infrastructure, and make the experience real.
AI as an Organizational Capability
Artificial intelligence is an increasingly important component of Rashaan’s enterprise-building philosophy. His approach is not centered on adopting technology for its own sake. He evaluates AI as an organizational capability: What outcome should the work produce? What should remain human? What can be automated? What information and governance does the system require? As an AI-certified practitioner and former corporate AI Champion, Rashaan has delivered workforce training, collaborated with senior AI leadership, administered enterprise platforms, developed user guidance, and incorporated AI-enabled workflows into acquisition, business development, and operations.
