Dale has held senior executive roles across multiple organizations, leading business operations ranging from $15 million to $300 million in annual revenue. With over 25 years of executive leadership experience, he has been responsible for driving business transformation, implementing structured growth strategies, and enhancing corporate performance. His ability to navigate the complexities of business development across civilian, defense, and classified sectors has consistently resulted in expanded market presence, increased revenue, and improved operational effectiveness.

In his most recent role as senior vice president of government business development at Battelle Memorial Institute, Dale redefined business capture and proposal tools and processes, which further facilitated growth initiatives that led to a 100% increase in opportunity pipeline value and a tenfold growth in the number of high-value contract pursuits exceeding $75 million. His leadership in opportunity strategy, business intelligence, capture management, and quality metrics enabled the organization to achieve historically high submission and win rates, exceeding industry benchmarks and elevating pipeline transparency and forecasting accuracy.

Dale also served as the managing partner of Advanced Business Consulting (ABK, LLC), where he provides expert guidance to organizations in business growth, operations efficiency, and performance enhancement. His consulting expertise includes market strategy, competitive analysis, investment planning, solution development and business performance measures, all aimed at strengthening companies’ business portfolios. Through his hands-on approach, he has played a pivotal role in shaping successful bid strategies and positioning companies for winning and executing government contracts.

Previously, Dale held executive leadership positions at Innovate Inc., Integrated Systems, Inc., STG (now SOSi), TASC (now SAIC), and CACI, where he consistently drove transformational change, expanding business pipelines by billions of dollars and achieving revenue growth rates of up to 20% annually. His ability to integrate business strategy, financial oversight, and operational leadership has been instrumental in securing major IDIQ contracts and penetrating new federal market sectors. At CACI, he contributed to doubling revenue from $1.8 billion to $3.6 billion over four years, with $7 billion in new contract wins.

In addition to his corporate leadership, Dale is committed to mentorship and community engagement. He has been actively involved in faith-based leadership, serving on the Torch of Salvation Advisory Board, where he applies his executive experience to nonprofit and mission-driven initiatives. He also served on the ACT-IAC Board from 2012 to 2014, further demonstrating his commitment to government-industry collaboration and leadership development.
