A defining chapter of Mr. Ricker’s career unfolded during his tenure as Chief of the Global Communications Infrastructure (GCI) for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) in Vienna. Entrusted with a mission essential to global security, he directed the expansion and operation of a 250-site satellite communications network spanning more than 200 international locations. Under his leadership, the organization grew from just over 40 installed sites to more than 160 new deployments over seven years, consistently meeting or exceeding annual objectives. This accomplishment required not only technical expertise but also sophisticated negotiation with ministries, governmental authorities, and regulatory bodies across the world. Even as he introduced new capabilities such as VoIP, VPN technologies, and major enhancements to the Network Management System, he maintained strict cost discipline, preserving a $70 million ceiling while operating within a tightly managed annual budget.
Before his global work with the CTBTO, Mr. Ricker built a powerful foundation of executive leadership across some of the industry’s most influential organizations. At COMSAT, CONTEL ASC, and Satellite Business Systems (SBS), he directed engineering teams that delivered groundbreaking telecommunications systems, including advanced TDMA networks for the German PTT and integrated VSAT solutions for major commercial and governmental customers. His leadership repeatedly transformed performance-challenged departments into high-functioning, operationally reliable units. Robert’s current venture is a natural extension of Pike Seafood, launched in response to customers’ growing requests for more cooked seafood options—something the original store couldn’t fully accommodate. To meet that demand, he opened a new seafood restaurant last November, sourcing all ingredients directly from Pike Seafood to ensure exceptional freshness. Although the restaurant has been open for only two months, it has already earned strong, positive reviews. Robert leads the entire operation and remains deeply hands-on, stepping in as an expeditor, server, or busser whenever needed to keep the experience seamless and of the highest quality.
