Robert’s professional foundation was forged during his distinguished career in the United States Navy, where he served for more than 17 years in leadership and operational roles of increasing responsibility. As a Navy Chief and Senior Enlisted Leader, he managed complex operations in highly regulated and safety-critical environments, including submarine weapons engineering systems and large-scale recruiting operations. Throughout his military service, Robert demonstrated exceptional discipline, operational precision, and leadership under pressure while mentoring and developing high-performing teams across multiple regions and commands. His military experience not only sharpened his operational and strategic capabilities but also cultivated his lifelong commitment to servant leadership and mission-driven execution.
During his time with Navy Recruiting Command, Robert became known for his ability to build and lead talent acquisition systems that consistently exceeded organizational goals. He directed recruiting and workforce operations across multiple states, developed leadership coaching frameworks, and designed innovative sourcing strategies that strengthened recruitment pipelines and improved workforce readiness. In addition to overseeing large-scale recruiting initiatives, Robert also led operational stress control and suicide prevention programs, where he developed training and resilience initiatives designed to strengthen psychological safety and workforce wellness among military personnel. This combination of operational leadership and human-centered strategy would later become a hallmark of his executive career.
Following his military service, Robert transitioned into corporate leadership roles where he quickly established himself as an influential voice in talent strategy, employee engagement, and organizational culture. His work with organizations such as Republic Services, Raytheon Technologies, AMS Impact Group, and NAPA Auto Parts has allowed him to lead workforce planning, employee relations, leadership development, operational improvement, and full-cycle talent acquisition efforts across highly diverse and complex organizations. Whether partnering with frontline operations teams, executive leadership, or community stakeholders, Robert consistently brings a data-informed, yet compassionate leadership style focused on building sustainable organizational systems and empowering people to succeed.
At AMS Impact Group, one of the nation’s largest charter school networks serving underserved communities, Robert served as Director of Talent and Culture where he led talent acquisition and people strategy initiatives for nearly 10,000 students and more than 800 employees across multiple campuses. In this role, he implemented innovative recruitment systems, strengthened employee engagement efforts, launched multicultural employee resource initiatives, and improved organizational retention strategies in environments facing significant workforce challenges. His leadership directly supported educational equity initiatives and helped create more inclusive and sustainable staffing pipelines for schools serving historically underserved populations.
Robert currently serves as a Human Resources Business Partner for NAPA Auto Parts, where he oversees strategic HR operations across multiple distribution centers and supports workforce initiatives impacting hundreds of employees. In this role, he advises leadership on workforce planning, employee relations, leadership coaching, compliance, talent acquisition, and organizational development initiatives. His ability to align people strategy with operational goals has strengthened workplace culture, improved employee engagement, and enhanced organizational effectiveness across multi-site operations. Robert is widely respected for his ability to bridge executive strategy with frontline realities, ensuring that organizational growth remains people-focused and sustainable.
Beyond his corporate leadership career, Robert has emerged as a highly respected board director and governance leader within Arizona’s nonprofit and community leadership ecosystem. He currently serves on several boards and advisory organizations dedicated to healthcare equity, foster youth advocacy, education, social services, and cultural preservation. His governance experience includes leadership roles with March of Dimes Arizona, FIBCO Family Services, Foster360, the George Washington Carver Museum and Cultural Center, and the Black Empowerment Coalition of Arizona. Across these organizations, Robert contributes expertise in strategic planning, fundraising, legislative advocacy, workforce development, program design, and coalition building.
One of Robert’s most impactful areas of leadership centers on foster care systems reform and youth transition advocacy. Having personally spent over a decade in foster care before aging out of the system, Robert has transformed lived experience into a powerful platform for advocacy, research, and systems innovation. His doctoral work in Ethical Leadership focuses on postsecondary access, workforce pathways, and coordinated support ecosystems for young adults transitioning out of foster care. Through his research, program design, and policy initiatives, Robert seeks to address systemic barriers while creating sustainable opportunities for vulnerable youth populations. His work has positioned him as both a scholar-practitioner and a respected voice in conversations surrounding educational equity, workforce mobility, and community-based support systems.
Robert’s leadership extends beyond governance and organizational strategy into thought leadership and intellectual contribution. He is a published author and architect of multiple original frameworks focused on foster youth transitions, ethical leadership, resilience, and culturally responsive workforce development. He earned a Doctor of Philosophy in Ethical Leadership from St. Thomas University, where his dissertation examined coordinated support ecosystems and postsecondary workforce pathways for young adults aging out of foster care. He also holds a Master of Science in Human Resource Education & Leadership from Louisiana State University and a Bachelor of Science in Business Administration and Management from Grand Canyon University. He is currently pursuing his MBA in Finance from Texas A&M University-Corpus Christi. In addition, he has completed multiple certifications focused on diversity, equity and inclusion, human subjects research, and ethical research practices. His educational background complements his practical leadership experience and reinforces his commitment to evidence-based leadership and organizational transformation.
