    Joe’s 28-year career in the U.S. Air Force included command and leadership in flight test (B-2 and F-22), launch systems development, and international logistics. As Deputy Director for Space Launch and Chief Engineer for the Evolved Expendable Launch Vehicle (EELV) program, he managed over $32 billion in procurement and restructuring. His strategic contributions included developing the 15-year R&D roadmap for AF Space Command and building NASA’s upper stage development strategy. Joe also supported the Federal Trade Commission’s assessment and eventual Consent Order concerning the United Launch Alliance (ULA), shaping contract structures and joint venture terms between Boeing and Lockheed Martin.

    A seasoned international liaison, Joe spent two years in the German aerospace industry and is fluent in German. His leadership has earned him numerous commendations, including the Legion of Merit, Meritorious Service Medal with six oak leaf clusters, and multiple unit awards for excellence. A graduate of Norwich University with a BS in Mechanical Engineering, Joe also holds a Master’s in Systems Management from the University of Southern California and is a graduate of the U.S. Air Force War College.
