“Experience Counts.”
Jeb Bird is a distinguished behavioral healthcare executive, addiction treatment specialist, clinician, educator, and strategic advisor whose career has been dedicated to advancing the quality, accessibility, and effectiveness of behavioral health and addiction services. With more than four decades of professional experience, Jeb has built a career that bridges direct clinical care, executive leadership, organizational transformation, program development, and healthcare consulting. His work has consistently centered on a fundamental objective: helping organizations create stronger systems of care so that more individuals and families have meaningful opportunities for recovery. His leadership philosophy reflects his personal motto, “Experience Counts,” and his belief that decades of practical knowledge are most valuable when applied collaboratively to solve contemporary healthcare challenges.
Jeb began his professional journey in addiction treatment in the early 1980s at the Caron Foundation, progressing from therapist to clinical supervisor and gaining firsthand insight into the realities of patient care, clinical team leadership, and program development. He subsequently moved into executive leadership at Caron Foundation–Chit Chat Farm, where he expanded services, strengthened stakeholder relationships, and helped grow the organization’s patient census substantially. His early leadership years established a pattern that would continue throughout his career: identifying opportunities for improvement, developing practical solutions, building capable teams, and connecting clinical excellence with sustainable organizational performance.
As his responsibilities expanded, Jeb became increasingly influential in developing and transforming addiction treatment programs. His career has included senior leadership positions such as Executive Director, Regional Director, Vice President of Clinical Services and Inpatient Operations, Regional Clinical Director, Clinical Director, and Chief Executive Officer. Across these roles, he has led multidisciplinary teams, managed complex clinical operations, developed treatment models, overseen budgets and resources, improved organizational performance, and strengthened relationships with healthcare professionals, community partners, referral sources, and other stakeholders. His leadership experience encompasses both nonprofit and for-profit environments, giving him a broad perspective on the clinical, operational, financial, and human considerations required to build effective healthcare organizations.
Jeb’s record of operational leadership is supported by measurable results. During his tenure with CRC Health Group, he helped sustain a 94 percent utilization rate while broadening clinical services and increasing facility capacity by 60 percent. At Townsend, he spearheaded clinical service delivery across seven addiction medicine intensive outpatient clinics and helped restructure treatment models and infrastructure, contributing to an average program occupancy rate of 92 percent. At Calyx Recovery, he devised, planned, and opened two addiction medicine outpatient “homes” integrating behavioral and physical healthcare services and expanded service capacity during the organization’s first year. These accomplishments demonstrate an ability to move comfortably between strategy and execution while maintaining focus on patient outcomes and organizational sustainability.
Innovation in addiction medicine and behavioral healthcare has remained a defining theme throughout Jeb’s career. He has long advocated treating addiction as a chronic, progressive disease and believes that medicine and counseling can be integrated more effectively through evidence-based interventions, measurement, technology, and meaningful clinical monitoring. His interests have included measurement-based treatment, Medication Addiction Treatment, trauma-informed care, co-occurring disorders, patient engagement, treatment retention, clinical process improvement, and the use of data to evaluate progress. Rather than viewing innovation as technology alone, Jeb approaches it as the disciplined redesign of treatment systems around better information, stronger clinical practices, and more responsive relationships between patients, providers, payers, and other stakeholders.
Jeb has also demonstrated considerable organizational transformation expertise. As Chief Executive Officer of Restoration Counseling & Community Services, he helped convert a criminal justice treatment model into a co-occurring addiction medicine model while maintaining continuity of services. His leadership included specialized staff development, efforts to improve engagement and retention, and initiatives designed to expand treatment resources. In other executive assignments, he has launched programs, developed referral relationships, implemented new treatment methodologies, strengthened clinical training, and advised organizations on regulatory compliance, policy development, performance improvement, and resource allocation. This combination of clinical credibility and executive operating experience enables him to evaluate healthcare organizations from multiple perspectives rather than through a purely administrative or clinical lens.
Beyond organizational leadership, Jeb has contributed to the behavioral healthcare profession as an educator, presenter, author, and mentor. As an adjunct faculty member at Alvernia University, he taught within the Addiction Studies and Psychology departments, mentored students entering addiction counseling, and helped connect academic instruction with evolving clinical practice. He has presented on behavioral health and addiction-related subjects at professional conferences and contributed to published discussions of addiction treatment, including work addressing alcoholism treatment in the Soviet Union. His professional experience has also included international exposure involving Russia, Ireland, and Poland, providing a broader perspective on how culture, healthcare systems, and community environments influence approaches to treatment and recovery.
Jeb holds a Master of Science in Community Psychology from The Pennsylvania State University and a Bachelor of Arts in Psychology from Susquehanna University. His professional credentials include Board Certified Advanced Alcohol and Drug Counselor and advanced alcohol and drug counseling certification. His areas of expertise extend across healthcare consulting, executive management, strategic planning, clinical supervision, program development, multi-site operations, quality management, process improvement, community engagement, business development, mental health counseling, co-occurring disorders, crisis intervention, and addiction recovery. This breadth allows him to engage effectively with clinicians and frontline teams while also contributing meaningfully to executive and board-level conversations about organizational direction and performance.
Today, as Principal CEO of Jeb Bird Addiction Management and Consultation, Jeb applies his accumulated experience to advising investors and C-suite decision-makers on measurement-based treatment, market trends, and process improvement strategies. His consulting work represents a natural progression from decades spent building, operating, evaluating, and transforming treatment organizations. He brings to advisory conversations an operator’s understanding of what implementation actually requires, including the importance of culture, workforce development, performance measurement, financial discipline, regulatory awareness, and sustained executive commitment.
Jeb’s interests in board and advisory service are concentrated primarily in healthcare and behavioral health, particularly mental health, addiction treatment, intellectual and developmental disabilities, and autism-related services. He is open to organizations of varying sizes and is especially interested in opportunities where his experience can help leadership teams evaluate performance, develop services, strengthen market positioning, build community relationships, and make thoughtful decisions about organizational growth. He views board service as an opportunity for collaboration rather than simply oversight—an environment where experienced professionals can challenge assumptions constructively, share knowledge, and help executives navigate complex strategic decisions.
At this stage of his career, Jeb is motivated by the opportunity to remain actively involved in the field that has defined his professional life while contributing his knowledge in a focused advisory capacity. He enjoys collaborating with other accomplished professionals, engaging in consulting work, and helping organizations translate ambitious ideas into practical improvements. His career demonstrates a consistent commitment to people—patients seeking recovery, families navigating behavioral health challenges, clinicians developing their capabilities, executives responsible for organizational performance, and communities seeking stronger systems of care. Outside of his professional commitments, his grandchildren are an important part of his life, reinforcing the personal value he places on relationships, legacy, and making experience meaningful to future generations.
Jeb ultimately offers boards and executive teams a combination that is difficult to acquire through theory alone: decades of clinical exposure, executive accountability, organizational problem-solving, teaching, consulting, and direct experience with the evolution of modern addiction treatment. He understands healthcare organizations as interconnected systems in which clinical quality, employee development, financial performance, community reputation, innovation, and patient outcomes cannot be addressed independently. His continuing objective is to use that experience to help behavioral healthcare organizations evolve responsibly, embrace effective innovation, and deliver services capable of creating lasting improvements in people’s lives.
