    James M. Stacia is a dynamic and mission-driven executive with over three decades of progressive leadership experience spanning the technology, insurance, services, marketing, retail, and supply chain sectors. Known for his strategic foresight, operational acumen, and ability to build collaborative, cross-functional environments, James has consistently delivered profitable growth, transformed underperforming business units, and driven customer-focused innovation across diverse organizational landscapes. He is also a retired Infantry Colonel of the United States Marine Corps Reserve, bringing a uniquely disciplined and decisive leadership style to the boardroom and executive suite.

    Currently serving as President of Outdoor Access, Inc., James is spearheading the company’s second-generation growth strategy following a $4 million recapitalization. His leadership has been pivotal in repositioning the startup, guiding it through a successful ownership transition, and reengineering its technological, marketing, and financial operations. Under his direction, the company is exceeding its aggressive 53% year-over-year growth targets, solidifying its position as a leading two-sided marketplace for outdoor recreation access.

    Previously, James served as Vice President of Land Strategy and Operations at Outdoor Access, where he developed and executed supply-side strategies that drove member and landowner acquisition. His innovative approaches, such as parcelization of large tracts and a redesigned inbound call strategy, dramatically enhanced land utilization and closed lead rates.

    Earlier in his career, James held senior leadership roles at Data Blueprint, where he led marketing and business development initiatives for a specialized information management consultancy. There, he structured multi-million dollar contracts and guided clients through strategic data transformation projects. His foundation in large-scale operations was established during his tenure at Circuit City Stores, where he managed national service logistics and warranty operations, oversaw a $32 million P&L, and implemented cost-saving measures totaling over $3 million annually through Lean Six Sigma methodologies and strategic outsourcing.

    James also served as Program Manager at the Virginia Modeling, Analysis & Simulation Center, where he led inter-institutional partnerships to enhance military training and readiness. His unique ability to navigate both private and public sector environments stems from a distinguished military career. As a U.S. Marine Corps Infantry Colonel, he directed operations and planning functions in Iraq, Liberia, and for unique events such as 2004 Iraqi transition to sovereignty and 2004 Athens Olympics.

    He is currently an appointed Board Member of the Virginia Property Insurance Association (VA FAIR Plan) the state’s $24 million residual property insurance business—where he represents the Commonwealth’s citizens and contributes to strategic planning across finance, claims, and systems modernization.

    James holds a Master of Business Administration from the College of William & Mary and a Bachelor of Science in Economics from Virginia Commonwealth University. His leadership is deeply informed by a generalist’s breadth of experience and a tactical ability to uncover opportunity in complexity. Passionate about outdoor recreation and land conservation, he also owns and manages 7 Islands Farm, a 332-acre recreational and tree farm property, which was awarded a fully funded conservation easement through a competitive process.
