Eugene “Gene” Gay is a seasoned aerospace, defense, intelligence, and national security executive whose career reflects decades of leadership across the United States military, government contracting, international business development, strategic capture, and management consulting. Guided by the simple but enduring personal motto “Team Building,” Gene has built his professional reputation around preparation, disciplined execution, collaboration, and the ability to bring talented people together around complex objectives and deliver positive financial results. His experience spans government and private industry, giving him a broad perspective on how organizations can align strategy, planning, people, operations, and resources to pursue sustainable growth and long-term enterprise value.
Gene began his professional journey in the United States Air Force, where he served on active duty from 1965 to 1990 and progressed through increasingly responsible intelligence, strategy, doctrine, and leadership assignments. His career included service as Chief of Intelligence at the 31st Air Division in Oklahoma City, a China analyst supporting the Joint Chiefs of Staff at Offutt Air Force Base, Chief of Selective Nuclear Employment at Supreme Headquarters Allied Powers Europe (SHAPE) in Belgium, and Deputy Chief of the Headquarters U.S. Air Force Strategy Division at the Pentagon. His final Air Force assignment was as Chief of the Joint Doctrine Task Force at the Defense Intelligence Agency. These assignments provided Gene with firsthand experience navigating high-consequence environments where strategic judgment, preparation, discretion, teamwork, and clear communication were essential.
Following his military career, Gene transitioned into private industry and applied his national security experience to business development, program leadership, capture management, and organizational growth. At SAIC where he was a Corporate Vice President, and subsequently through his work in a senior role associated with Leidos, he supported and led initiatives involving the Department of Defense, U.S. Air Force, Intelligence Community, NATO, and international customers. His progression from line and program management into international business development, senior business development, and senior capture leadership demonstrates an ability to translate deep mission knowledge into practical business strategy and disciplined execution leading to large scale contract awards. In his last role as capture manager with the defense contractor he was responsible for the winning the ninth largest contract for SAIC.
Gene’s international experience became a defining element of his executive career. As an International Business Development Manager, he pursued opportunities involving NATO programs, defense conversion initiatives, international development organizations, and business management systems. His later business development responsibilities included pursuits associated with U.S. Air Force Distributed Common Ground System initiatives, United Kingdom defense and intelligence, surveillance and reconnaissance programs, NATO intelligence systems, and multinational information-sharing environments. His professional exposure across Europe and Asia, including China-related expertise which included assignment as an exchange officer with the Republic of China (Taiwan), has given him a perspective shaped by different cultures, institutions, security environments, and approaches to international cooperation.
As a senior capture leader, Gene developed particular expertise in organizing multidisciplinary teams around sophisticated government and Intelligence Community opportunities. His experience has included capture efforts associated with major intelligence and information technology programs, portfolio opportunities, IDIQ task-order environments, and other complex federal pursuits. Throughout these assignments, he has relied on strengths in team building, planning, proposal and capture management, collaboration, implementation, and communication. He understands that successful execution requires more than a sound strategy; it requires clearly defined responsibilities, alignment among stakeholders, rigorous preparation, and the ability to convert plans into coordinated action.
Since 2023, Gene has continued applying this experience as an Independent Business Consultant through GPG Consulting Services. In this capacity, he leads and contributes to military- and civilian-focused working groups while advising project teams and clients on implementing strategic plans. Consulting provides a natural extension of a career built around bringing structure to complex challenges, helping teams establish priorities, and creating practical paths from strategic intent to implementation. His experience with profit-and-loss considerations and business development further enables him to view organizational decisions through both mission and commercial lenses.
Gene’s leadership extends beyond his formal professional responsibilities. He serves as Chairman of the U.S. Chapter of the SHAPE/NATO Officers Association and has been active with the Army and Navy Club of Washington, D.C., including service connected with its Board of Governors and special events leadership. He is also affiliated with the Air & Space Forces Association. These relationships reflect a longstanding connection to the aerospace, defense, military, and national security communities, as well as an interest in maintaining professional networks that span generations of military, government, and industry leadership.
Education has provided another foundation for Gene’s career. He earned a Bachelor of Arts in History from Brooklyn College and completed graduate business education at the University of Nebraska. He also pursued graduate studies in international relations at Creighton University. His professional military education includes the NATO Defense College and the U.S. Air Force Air Command and Staff College. Combined with decades of practical experience, this multidisciplinary background has helped Gene approach challenges through historical, geopolitical, operational, organizational, and business perspectives rather than viewing decisions through a single lens.
Gene also brings a distinct international orientation to leadership. His professional experience encompasses Europe, Asia, and China, while his language background includes French, Italian, Chinese, and Polish. His exposure to international defense and security environments has reinforced the importance of understanding context, built trusted relationships, and communicating effectively across organizational and cultural boundaries. Whether working with government stakeholders, military organizations, industry partners, executives, or project teams, he places considerable value on collaboration and creating a common understanding of the mission ahead.
