PERSONAL MOTTO / LEADERSHIP PHILOSOPHY

“Integrity means doing the right thing, not the easy thing.”

Dava Ashley is an accomplished healthcare executive and board-ready leader whose career reflects a sustained commitment to operational excellence, responsible governance, quality care, and enterprise value creation. With nearly four decades of professional experience, Dava has developed deep expertise across healthcare operations, skilled nursing, assisted living, home health, regulatory compliance, strategic planning, financial oversight, and organizational transformation. Her leadership philosophy is grounded in a straightforward but powerful personal motto: “Always do the right thing.” Throughout her career, that principle has shaped how she approaches complex decisions, builds leadership teams, navigates regulatory challenges, and balances the needs of patients, employees, stakeholders, and organizations.

Dava built much of her distinguished executive career at Covenant Care, where she spent more than 28 years advancing through increasingly senior leadership positions. Beginning as Vice President of Operations for the West, she established a strong foundation in regional operations, clinical compliance, performance management, and healthcare administration. Her ability to connect strategic priorities with operational execution ultimately led to broader enterprise responsibilities, including service as Senior Vice President of Operations, Chief Operating Officer, and, beginning in 2018, President. This progression gave Dava an unusually comprehensive perspective on how healthcare organizations evolve, scale, manage risk, allocate resources, and maintain quality across changing economic and regulatory environments.

As Senior Vice President of Operations, Dava held significant operational responsibility across a complex multi-state organization. She managed a multidisciplinary leadership structure and exercised operational authority over 57 facilities spanning seven states. Her responsibilities extended well beyond day-to-day administration, encompassing leadership development, organizational performance, sales and marketing coordination, and alignment between operational execution and corporate financial objectives. Dava also contributed to the development and introduction of an enterprise-wide incentive compensation program designed to strengthen accountability and align business leadership with organizational performance.

Dava expanded her enterprise influence further as Chief Operating Officer, serving as an architect of clinical and financial strategy across Covenant Care’s Skilled Nursing Facility, Assisted Living, and Home Health divisions. During this period, she helped lead the organization to significant national recognition through the American Health Care Association’s Baldrige Quality Program. Covenant Care achieved 100 percent Bronze certification across its portfolio, earned 17 Silver awards, and achieved a Gold award in California. These accomplishments reflected Dava’s belief that quality management should not function independently from business performance but should instead be embedded within the operating model of a successful healthcare organization.

Her tenure as COO also demonstrated a sophisticated command of capital allocation, infrastructure modernization, procurement, and value-based care. Dava directed an annual capital and equipment budget of approximately $6 million while overseeing the enterprise-wide implementation of an electronic health records system. She established centralized Procurement and Managed Care departments, using organizational scale to strengthen vendor relationships, improve purchasing economics, enhance HMO partnerships, and generate meaningful efficiencies. Dava also designed and implemented Covenant Care’s transition into a Model 3 Bundled Payments for Care Improvement program, helping position the organization as one of the country’s largest Model 3 BPCI providers and reinforcing its ability to operate effectively within emerging risk-bearing reimbursement models.

When Dava became President of Covenant Care in 2018, she assumed responsibility for guiding the organization through some of the most consequential strategic and regulatory periods in its history. Her leadership encompassed corporate strategy, operations, clinical performance, compliance, risk mitigation, financial stewardship, and enterprise transformation. Dava successfully steered the organization through major reimbursement changes affecting both skilled nursing and home health, working to protect organizational margins while preserving continuity and quality of care. Her experience navigating these shifts strengthened her expertise in regulatory strategy and demonstrated her ability to translate complex policy changes into decisive operational responses.

Mergers, acquisitions, divestitures, and large-scale organizational transitions represent another defining dimension of Dava’s leadership experience. As President, she orchestrated strategic divestitures involving 24 facilities in Covenant Care’s Midwest Division and 22 facilities in its West Division. These complex transactions required coordination among multiple buyers, incoming operators, leadership teams, employees, and regulatory environments. Dava approached these transitions with a focus on protecting enterprise value while supporting operational continuity and responsible change management. She subsequently guided the organization through its ultimate sale and corporate transition in August 2025, adding significant firsthand transaction and exit experience to an already extensive operating career.

Corporate governance, compliance, and risk management have remained integral to Dava’s executive leadership. She co-led Covenant Care’s Executive Compliance Committee alongside the Chief Compliance Officer, maintaining oversight of regulatory compliance, enterprise risk, and governance frameworks across a multi-state organization. Her background enables her to evaluate strategic opportunities through multiple lenses simultaneously: clinical quality, regulatory exposure, financial implications, operational feasibility, organizational culture, and long-term enterprise value. This breadth is particularly valuable in board and advisory environments where directors must look beyond individual functions and understand how decisions affect the entire enterprise.

Dava’s leadership experience is distinguished by her ability to bridge clinical excellence and financial discipline. She understands that sustainable healthcare performance requires both, and her career demonstrates an ability to pursue quality improvement while managing capital, optimizing contracts, restructuring procurement, developing leadership teams, and navigating reimbursement complexity. Her areas of expertise include healthcare operations, corporate governance, strategic planning, M&A, divestitures, healthcare compliance, regulatory strategy, risk management, capital allocation, financial oversight, value-based care, BPCI, operational excellence, procurement strategy, HMO contract optimization, organizational transformation, and enterprise value creation.

Now retired from full-time healthcare executive leadership, Dava is focused on bringing nearly four decades of experience to corporate boards, advisory organizations, and strategic project-based engagements. She is particularly interested in opportunities within healthcare, hospitals, skilled nursing, and home health while remaining open to organizations in other industries where her governance, operational, financial, compliance, and transformation experience can create value. Having personally navigated growth, quality transformation, reimbursement disruption, multi-state operations, large-scale divestitures, and an ultimate corporate sale, Dava brings boards the perspective of an executive who understands both the strategic decisions made in the boardroom and the realities of implementing them throughout an organization.

Based in North Carolina, Dava is available for regional, national, and remote board and advisory engagements. She brings to these opportunities the perspective of an operator, strategist, steward, and experienced executive leader. Whether advising an organization confronting regulatory complexity, evaluating strategic growth, improving operating performance, strengthening governance, managing a transaction, or transforming its business model, Dava offers practical insight developed through decades of direct accountability. Outside of her professional pursuits, she enjoys cooking and pickleball, interests that complement a career defined by energy, discipline, collaboration, and an appreciation for bringing people together.

Ultimately, Dava’s board value rests not only in the scale of the organizations and transformations she has led but also in the consistency of the principles behind her leadership. She has spent her career making consequential decisions in an industry where financial performance, regulatory responsibility, workforce leadership, and human outcomes are deeply interconnected. Her next chapter is centered on applying that experience at the governance and advisory level, helping organizations make sound decisions, manage complexity, strengthen performance, and create sustainable long-term value while remaining anchored to her enduring philosophy: always do the right thing.
