William J. William’s leadership foundation was shaped early through both military service and a career devoted to developing people and organizations. After earning his Bachelor of Arts in Political Science from UCLA in 1983, he spent approximately two decades with the Boy Scouts of America, where his responsibilities included membership development, fundraising, sales training, executive development, and organizational growth. He trained more than 30 local executives in sales processes and helped increase local membership and fundraising performance. He also developed and instructed district executives in fundraising, interpersonal effectiveness, organizational development, and sales. Among his most meaningful accomplishments during this period was developing a Scouting program serving inner-city housing projects following the Los Angeles riots, an experience that reflected a recurring theme throughout his career: using leadership as an instrument for service, opportunity, and community development.

In 2004, William entered a defining chapter of his entrepreneurial career by founding and leading CFR & Associates through Glory to the Lord Investments, Inc. What began as a business coaching enterprise evolved into an organization focused on helping small, diverse, and veteran-owned businesses become more scalable, competitive, technologically capable, and prepared to pursue opportunities in government and corporate supply chains. William built his practice by combining coaching with hands-on guidance in certifications, business development, contracting, funding, insurance requirements, marketing, and contract execution. Over the years, he has coached, trained, or served hundreds of business owners and executives, helping entrepreneurs develop the systems and strategies necessary to move beyond simply possessing a promising idea toward operating a disciplined, performance-oriented enterprise.

Government contracting became one of William’s defining areas of expertise. His working knowledge of the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement, coupled with years of experience navigating federal, state, agency, prime-contractor, and utility opportunities, enabled him to become an advocate and resource for businesses seeking entry into complex procurement environments. He has worked extensively with Veteran-Owned and Service-Disabled Veteran-Owned Businesses and supported eligible companies pursuing certifications and positioning themselves for contracting opportunities. His work has included preparing businesses to market to the United States government, strengthening capability statements and registrations, supporting contract readiness, and helping owners understand that winning government business requires far more than certification—it requires operational capacity, credibility, disciplined execution, and a sustained business-development strategy.

William has also translated his contracting knowledge into practical methodologies designed to simplify complex business-development challenges. Through CFR & Associates and Supply Chain Management, he developed and promoted structured approaches to government marketing, including his 3C1P/3CP² methodology centered on certifications, registrations, capability development, and positioning. His entrepreneurial innovation extended beyond contracting into workforce development through the creation of the “Selection and Retention of STAR Employees” system, a comprehensive process designed to help growing organizations recruit, screen, interview, orient, hire, train, evaluate, and retain high-performing employees. These initiatives illustrate William’s broader philosophy as a consultant and coach: sustainable growth is achieved when leaders replace improvisation with repeatable processes and build organizations capable of performing consistently as opportunities increase.

The measurable business impact of that philosophy can be seen throughout his consulting career. William has helped organizations strengthen processes, improve executive performance, and identify strategies for accelerating revenue and profitability. In one engagement, process and business strategies contributed to a flooring company growing from approximately $700,000 in annual revenue to more than $1.5 million while significantly improving its bottom line. He has also built businesses and programs from inception, including growing one operation from zero to approximately $250,000 in gross revenue within four years and developing seminar and coaching initiatives that served hundreds of participants. His experience as a certified business coach, life coach, and sales trainer has given him an unusually broad perspective on growth—one that recognizes that financial performance, leadership behavior, employee quality, sales discipline, and operational systems are interconnected.

William’s influence extends beyond individual client engagements into the broader small-business, procurement, and veteran-business communities. He has also held significant leadership roles within the veteran business community, including serving as President of the Los Angeles Chapter of the U.S. Veteran Business Alliance and previously serving in corporate and member relations capacities supporting partnerships between veteran entrepreneurs and major corporations, government entities, utilities, and prime contractors.

That commitment to veteran entrepreneurship has been complemented by William’s ability to build relationships across sectors. His work has brought him into contact with corporations, public agencies, contractors, utilities, nonprofit organizations, and business networks, giving him insight into how supplier diversity and procurement ecosystems function from multiple perspectives. Rather than viewing advocacy solely as representation, William has consistently connected advocacy to preparation: helping business owners become sufficiently capable, credible, and competitive to capitalize on the opportunities being created for them. His years with Business Network International further reinforced the importance he places on trusted relationships, referrals, reciprocal value, and community-based business development. As an Area Director, he coached entrepreneurs on using professional networks strategically to generate business and build enduring relationships.

In recent years, William has applied the same entrepreneurial principles he teaches to expanding into new operating businesses. Through Veterans Landscape and related ventures in Supply Chain Management, he and his team entered areas including grounds maintenance, landscaping, tree trimming, construction-related services, and custodial work. Veterans Landscape emerged from a desire to combine business opportunity with meaningful service to the veteran community, including work supporting the Department of Veterans Affairs’ National Cemetery Administration. Drawing upon William’s earlier experience in landscaping, landscape design, irrigation, tree trimming, and property maintenance, the venture demonstrates his willingness to move from consulting strategy into operational execution. It also carries particular significance because the work contributes to maintaining dignified, safe, and beautiful final resting places for veterans and their families.

William’s career has also been marked by an enduring commitment to teaching. He has written dozens of published articles addressing topics such as systems development, hiring, business processes, executive time management, sales, and organizational performance, and he has contributed his perspective through seminars, conferences, coaching programs, and motivational speaking. He has served in educational and advisory capacities, including as an advisory board and faculty member for the Joseph Business School, and has participated in organizations focused on entrepreneurship, veteran advancement, business networking, and professional development. His publication Contracting 101 further reflects his interest in making business and government procurement knowledge more accessible to entrepreneurs who may otherwise struggle to navigate highly technical markets.

Board and civic service have provided another important dimension to William’s leadership. His historical assignments include service with the Jonas Project, the Mossy Foot Project USA, veteran business organizations, advisory councils, and Rotary International, where he served as President of the Rotary Club of Ventura East. As Chairman of the Board for the Mossy Foot Project USA, he helped founders advance a small international nonprofit toward becoming a broader organization supporting work in Ethiopia.
