    Rajesh Adoni is a seasoned executive with over 30 years of multidisciplinary experience spanning engineering, public sector leadership, and healthcare technology. With a proven record of guiding large-scale, mission-critical programs across both government and private sectors, Rajesh brings a unique blend of technical expertise, strategic foresight, and a passion for impactful innovation in healthcare systems.

    Most recently, Rajesh served as Senior Director at CalFina Health, where he led the monumental Medi-Cal Rx Pharmacy Carve-Out project for the State of California. Under his leadership, the initiative successfully transitioned pharmacy services to a fee-for-service model, affecting more than 15 million Medicaid beneficiaries and over $17 billion in annual benefits. Acting as both Enterprise Architect and Program Manager, Rajesh oversaw 24/7 operations, managed over 55 system interfaces, and coordinated cross-divisional teams in collaboration with the Department of Health Care Services (DHCS) and Magellan. His strategic leadership directly contributed to the project’s certification by the Centers for Medicare & Medicaid Services (CMS), aligning with the Medicaid Information and Technical Architecture (MITA) framework and delivering cost savings of over $200 million (over 5 years) to the state.

    Prior to his tenure at CalFina, Rajesh held senior roles at Avvento Consulting and Cambria Solutions, where he spearheaded CMS certification efforts for systems such as PAVE and oversaw the maintenance of Short-Doyle Medi-Cal (SD/MC). These engagements required complex coordination across IT, enrollment, policy, and compliance teams, and included the development. Notably, Rajesh helped secure final CMS certification for PAVE and was honored with the State of California’s “2015 Best Team IT Project” award for his contributions to PASRR system modernization.

    Rajesh’s earlier career includes roles in municipal government with the City of San Jose, where he managed grants, budgeting, and analytics for fire and emergency services and was recognized by the Harvard Kennedy School’s Ash Center as part of a “Bright Idea in Innovations in American Government” initiative. In the private sector, he served as Department Engineering Manager at Xicor (acquired by Intersil), where he led product development for mixed-signal semiconductors and managed a $35 million product portfolio.

    He holds an MBA in Finance and Strategic Management from California State University – East Bay, an M.S. in Electrical Engineering from Arizona State University, and a B.E. in Electrical and Electronics Engineering from the National Institute of Technology, Tiruchirappalli. He is certified as a Professional Scrum Master (PSM I), Professional Scrum Product Owner (PSPO I), and SAFe Agilist (SA) through Scaled Agile, Inc., and maintains active memberships in IEEE and the Project Management Institute (PMI).

    Rajesh currently serves on the board of the National Association of PASRR Professionals (NAPP), a nonprofit committed to improving care quality for individuals with mental illness or intellectual and developmental disabilities in long-term care facilities.
