Paul D. Judd, CPA, MAcc is a highly accomplished tax executive with over 40 years of experience in corporate taxation, financial strategy, and executive leadership. His distinguished career spans senior roles in two of the world’s largest mining organizations—Barrick Gold Corporation and Rio Tinto plc—as well as foundational experience at top-tier public accounting firms Ernst & Young and Arthur Andersen. Known for his deep technical expertise, strategic thinking, and calm leadership style, Paul has consistently delivered exceptional results in complex regulatory environments and dynamic global markets.
Most recently, Paul served as Senior Tax Director for Barrick Gold of North America, where he spent 18 years overseeing the complete U.S. tax function for a vast and diverse network of more than 100 corporate entities. In this role, he managed all aspects of tax compliance, research and planning, structuring, due diligence, mergers and acquisitions, and both income and non-income tax strategies. He directed a team of professionals and coordinated closely with global colleagues across Canada, South America, Africa, Australia, and Barbados. Paul’s ability to harmonize cross-border tax activities with broader corporate strategies was instrumental in advancing the financial and operational goals of one of the world’s most respected mining enterprises.
Before his tenure at Barrick, Paul spent a decade at Rio Tinto Services Inc. and its U.S. subsidiaries, including Kennecott Corporation. As Tax Director, he led the U.S. tax strategy for a similarly complex organization of 80+ legal entities. There, he advanced internal tax capabilities, implemented SOX-compliant practices, and advised on corporate restructurings, joint ventures, and large-scale M&A initiatives. His work had a direct impact on improving financial transparency, minimizing tax risk, and enhancing shareholder value. During this period, Paul also successfully led and coordinated the implementation of the Rio Tinto Services Inc. (RTSI) U.S. Shared Services pilot project, serving as acting General Manager of RTSI U.S. Shared Services from January to November 2002. In this role, he led a team of 6 direct and 44 indirect reports, all while retaining his full responsibilities as Tax Director—demonstrating his exceptional capacity for leadership, multitasking, and operational excellence.
Paul began his career in public accounting, gaining early recognition for his precision, breadth of industry knowledge, and mentorship ability. At Ernst & Young, he rose to Tax Senior Manager, guiding clients in mining, high-tech, utilities, and manufacturing. Prior to that, at Arthur Andersen, Paul served as a manager across multiple U.S. and Canadian offices, further developing a global perspective on tax operations. These formative years built the strong technical foundation and client-first mindset that defined his career.
Beyond his executive roles, Paul is a committed industry advocate and thought leader. He has served as Chairman of the Board of the Utah Taxpayers Association, a board member of the Utah Association of Certified Public Accountants, and a member of multiple influential organizations including the Tax Executives’ Institute, Nevada Taxpayers Association, and National Mining Association. He also chaired the Tax Committee for the Nevada Mining Association, further influencing policy and best practices in the industry.
Paul holds both a Master of Accountancy (Tax Emphasis, Magna Cum Laude) and a Bachelor of Arts in Accounting (Magna Cum Laude) from Utah State University. In recognition of his achievements, he was honored as the 2013 Distinguished Alumnus by the university’s School of Accountancy. He has completed executive leadership development through the Kennecott Leadership Program at the Center for Creative Leadership, and he remains a licensed Certified Public Accountant in the state of Utah.
Now semi-retired, Paul continues to offer part-time tax consulting services, where he applies his experience to help organizations navigate an ever-changing tax landscape with clarity and precision. Known for his integrity, humility, and collaborative spirit, Paul remains a respected mentor and leader in the business and tax communities.
