“Mission-driven, passionate about the cost and delivery of healthcare.”
Kyle P. Brua brings over 30 years of distinguished leadership experience to the healthcare and insurance industries. His career spans a remarkable range of executive roles across health plans, pharmacy benefit management (PBM), care delivery, financial strategy, and actuarial services. A Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries, Kyle has served in multiple high-impact C-suite positions, offering deep operational insight and a visionary approach to transforming healthcare systems.
As President and CEO of Aspirus Health Plan, Kyle led a provider-owned health plan focused on serving rural communities in central and northern Wisconsin. His oversight included all operational, financial, and regulatory functions across commercial and Medicare Advantage lines of business. Under his leadership, the organization achieved $8 to $10 million in pharmacy savings over three years, while strategically aligning the health plan’s direction with the broader goals of its parent health system.
Prior to Aspirus, Kyle served as Senior Vice President of Finance and Operations and Chief Actuary at Quartz Health Solutions. At Quartz, a provider-owned health plan with over 350,000 members, Kyle led a team of more than 400 employees across finance, actuarial, underwriting, and analytics. His efforts delivered $40 to $50 million in PBM savings while significantly improving employee engagement and building a culture of recognition. He played a key role in product design, financial management, and experience evaluation, consistently driving profitability and growth.
Kyle’s tenure as Chief Actuary and Vice President of Finance at Prime Therapeutics further solidified his reputation as a transformative healthcare leader. There, he oversaw all actuarial, pricing, and underwriting operations for a PBM serving over 26 million members. He was instrumental in updating revenue models to reflect industry standards and increasing transparency with owner-clients. His leadership contributed to significant membership and revenue growth while achieving some of the highest employee engagement scores in the company.
Earlier in his career, Kyle held executive positions at UnitedHealth Group, Cigna Healthcare, Cigna Behavioral Health, and Ingenix. His leadership extended across actuarial pricing, underwriting, financial strategy, and IT integration. These experiences helped him develop a comprehensive view of the healthcare ecosystem, including both payer and provider perspectives. His impact was especially strong in aligning cross-functional teams and integrating complex data systems with strategic planning.
In 2021, Kyle founded Grey Duck Consultants, LLC, offering strategic advisory services to healthcare startups, boards, C-suites, and investor groups. Through this work, he provided interim executive services, actuarial consulting, and guidance on financial modeling, risk management, and operational optimization. His clients benefited from his rare ability to translate complex data and financial structures into executable strategies that lead to growth and impact.
In addition to his executive roles, Kyle has consistently contributed to the broader healthcare community through board service. He currently serves as an advisor to Palisaid and previously held advisory positions with Apice Health. He has also served on the Community Board of the JDRF Wisconsin Chapter and the Community Leadership Board of the American Diabetes Association – Minnesota Chapter. These roles underscore his commitment to improving health outcomes through collaboration and innovation.
A graduate of the University of Wisconsin–Madison with a Bachelor of Science in Mathematics, Kyle’s technical expertise is matched by his leadership philosophy. He is known for developing high-performing teams, fostering talent, and creating inclusive cultures that value continuous improvement. His focus on mentoring and leadership development ensures organizations are prepared for both present and future challenges.
Kyle is motivated by a personal mission to optimize healthcare delivery and finance, particularly in ways that improve the experience for those at their most vulnerable. Whether leading a national PBM or guiding a startup through its early growth stages, he remains grounded in the values of purpose, integrity, and impact. His strategic mindset, paired with his genuine passion for people and process, continues to shape his legacy as a healthcare transformer.
Outside of work, Kyle enjoys time with family, travel, and the outdoors.
