Captain Karl Cooke, USN, Ret., is a senior executive, strategist, and defense leader whose career spans more than 25 years across the U.S. Navy, federal government, aerospace and defense industry, and government services contracting. Karl’s leadership foundation was forged during a distinguished 28-year career in the United States Navy, where he served as a Naval Aviator, Foreign Area Officer, senior strategist, and ultimately Captain. One of the defining chapters of Karl’s Navy career came through his work in international programs and security cooperation. As Chief of Staff for the Navy International Programs Office, he led an organization of more than 130 senior military and civilian personnel responsible for security assistance, technology transfer, military education, and foreign military sales. During his tenure, the organization facilitated approximately $5.5 billion in new foreign military sales while strengthening accountability, operational discipline, and alignment with broader Navy engagement priorities. He subsequently served on the Joint Staff as Division Chief for Western Europe and the Balkans, where he supported bilateral military relationships with more than 30 European countries and contributed to major Department of Defense strategic planning efforts. Following his military career, Karl transitioned naturally into the private sector, bringing his government, defense, and international expertise to one of the world’s largest aerospace and defense companies. As Corporate Director of International Programs and Government Relations at Northrop Grumman, he managed business development and stakeholder engagement across U.S. government and international markets. His portfolio included support for a billion-dollar U.S. Coast Guard relationship, approximately $100 million in new integrated air and missile defense and radar opportunities in Poland and Norway, and major cyber and cross-domain technology initiatives. His ability to build credibility with government officials, international partners, corporate executives, and customers positioned him as a highly effective bridge between strategy and execution.
Karl continued expanding his leadership scope through consulting, government relations, cloud modernization, and federal contracting roles. At Koniag Technology Solutions, he supported the Department of Defense Cloud Computing Program Office during a critical period of enterprise cloud transformation. He later served as Vice President of the Navy Business Division at Future Technologies Inc., where he led approximately 183 professionals across a portfolio of 14 government support contracts valued at nearly $200 million. With significant P&L responsibility, Karl helped drive annual revenue growth of approximately 30 to 40 percent while building scalable processes, strengthening organizational infrastructure, and ensuring delivery across engineering and information technology programs supporting U.S. federal customers.
His subsequent work with The SPECTRUM Group and Booz Allen Hamilton further demonstrated his versatility as a consultant, strategist, and senior advisor. At Booz Allen, Karl provided direct program and project management support to senior Navy leadership within the Program Executive Office for Integrated Warfare Systems. Across these roles, he continued to apply the same capabilities that had defined his military career: simplifying complex problems, aligning teams around a mission, communicating clearly with senior stakeholders, and creating structures that enable organizations to perform at a higher level.
Today, Karl serves as Program Director with Amentum, directing major contract support for NAVSEA PMS 326 and U.S. Coast Guard fleet operations. He provides leadership across a global contract portfolio valued at more than $590 million, overseeing more than 200 employees and subcontractors across multiple delivery orders and international locations. His responsibilities include full program oversight, customer engagement, personnel leadership, contract execution, financial performance, and substantial P&L accountability. The position brings together virtually every dimension of his career—military mission understanding, acquisition knowledge, federal contracting, operational leadership, international coordination, financial discipline, and executive decision-making.
Karl complements his professional experience with a strong academic and executive education foundation. He earned a Master of Arts in International Relations from The Fletcher School of Law and Diplomacy at Tufts University and a Master of Science in National Security Strategy from the National War College. He graduated magna cum laude from Wabash College with a bachelor’s degree in German and later completed executive education through Dartmouth’s Tuck School of Business and the University of Chicago Booth School of Business. He is also certified in Program Management and International Acquisition through the Department of Defense acquisition framework and holds commercial pilot credentials developed from his years as a Naval Aviator.
International exposure has been a constant throughout Karl’s career. He has worked extensively across Europe, NATO, the Middle East, Africa, and other global regions, including assignments in Germany and Italy and responsibilities involving dozens of allied and partner nations. He speaks German professionally and has basic Italian language capability.
