“Things That Get Measured Get Fixed.”
James Bullard is a transformational executive whose career has been defined by operational excellence, strategic growth, and an unwavering commitment to building stronger organizations. With more than 30 years of leadership experience spanning railcar manufacturing, railcar repair, logistics, warehousing, and large-scale operations, he has consistently demonstrated the ability to turn vision into measurable results. Throughout his career, James has earned a reputation as a hands-on leader who thrives in environments requiring disciplined execution, organizational transformation, and sustainable business growth. His personal philosophy, “Things That Get Measured Get Fixed,” reflects the data-driven mindset that has guided his leadership and fueled success across every stage of his career.
James has devoted the majority of his professional life to industries that serve as the backbone of the American supply chain. His expertise extends across rail transportation, manufacturing, distribution, logistics, and operational management, making him uniquely qualified to advise organizations navigating growth, acquisitions, operational challenges, and workforce development. Whether leading complex manufacturing operations or optimizing nationwide logistics networks, he approaches every challenge with a practical perspective built on decades of firsthand executive experience.
One of the defining accomplishments of James’s career was his remarkable leadership journey at Eagle Railcar Services. Beginning as Plant Manager and advancing through General Manager and Vice President before serving on the company’s Advisory Board, he became one of the primary architects of the organization’s extraordinary expansion. When James joined the company, Eagle Railcar Services operated only two small facilities. Through strategic planning, disciplined execution, and a relentless focus on operational excellence, he helped transform the organization into a national leader with thirteen locations, approximately 1,450 employees, and nearly $500 million in annual revenue. His ability to scale operations while maintaining quality, safety, and profitability became one of the hallmarks of his executive leadership.
As Vice President and part owner of Eagle Railcar Services, James played a central role in shaping the company’s long-term strategy. His responsibilities extended well beyond day-to-day operations and included business development, mergers and acquisitions, organizational restructuring, executive leadership development, customer relationship management, and expansion planning. He became known throughout the organization as a turnaround specialist who could identify operational inefficiencies, develop practical solutions, and build teams capable of delivering sustainable results. His emphasis on accountability, measurable performance, and continuous improvement created a culture that consistently exceeded expectations while positioning the company for long-term success.
Among James’s most significant professional achievements was leading the successful sale of Eagle Railcar Services to a private equity firm. Recognizing both the market opportunity and the company’s exceptional value, he personally presented the business to seven private equity firms before helping facilitate a successful transaction. Following the acquisition, James remained with the organization in an advisory capacity to ensure a smooth leadership transition and provide strategic guidance during the integration process. This experience provided him with valuable insight into corporate governance, private equity relationships, mergers and acquisitions, due diligence, enterprise valuation, and post-acquisition strategy, all of which strengthen the perspective he brings to boardroom discussions today.
Earlier in his career, James spent nearly fourteen years with Walmart Logistics, where he served as Operations Manager overseeing high-volume distribution operations. Managing complex logistics networks within one of the world’s most sophisticated supply chain organizations allowed him to develop exceptional expertise in transportation, warehouse management, procurement, process improvement, workforce leadership, inventory control, and operational efficiency. The disciplined systems-thinking and performance management practices he cultivated during this period became foundational elements of his executive leadership philosophy and prepared him to successfully lead much larger organizations in the years that followed.
Today, James is the Owner of JAB Property & Investments, where he manages a diverse portfolio of residential and commercial real estate while also overseeing railcar storage operations throughout Oklahoma, West Texas, and New Mexico. His entrepreneurial pursuits allow him to remain actively engaged in both the transportation and investment sectors while continuing to advise railcar repair companies on operational strategy, business development, and organizational performance. Rather than stepping away from business following his retirement from Eagle Railcar Services, James has chosen to dedicate his experience to helping organizations overcome challenges, accelerate growth, and improve long-term profitability through consulting and advisory work.
James is actively pursuing corporate board opportunities because he believes his greatest value now lies in helping other companies navigate growth, transformation, and strategic decision-making. Having successfully scaled a business, participated as an owner, completed a major private equity transaction, and led thousands of employees through periods of expansion and change, he offers a rare combination of executive leadership and ownership perspective. He is particularly interested in organizations with revenues exceeding $100 million where his experience in mergers and acquisitions, turnaround management, business development, manufacturing, logistics, and operational excellence can make a meaningful impact. James has no interest in serving as a passive board member; instead, he seeks opportunities where he can actively contribute, challenge assumptions, mentor leadership teams, and help organizations achieve measurable improvements.
Outside of his executive career, James enjoys hiking, an activity that reflects his appreciation for perseverance, discipline, and continuous progress. He has also participated in public speaking engagements and produced industry-related videos, demonstrating his willingness to share knowledge and mentor others within his field. His international business exposure in London has broadened his perspective while reinforcing the universal importance of operational discipline, leadership accountability, and strategic execution. Whether serving as an executive, investor, consultant, or future board member, James remains committed to helping organizations create lasting value through strong leadership, practical solutions, and measurable performance.
