Howard R. Lind is a distinguished defense, government affairs, and international strategy executive whose career spans more than four decades across the United States military, federal government, and global infrastructure and defense industries. Appointed during the Bush Administration, he served as Deputy Director of the Iraq Project and Contracting Office within the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology. In this role, he helped oversee a $21 billion reconstruction program supporting Iraq’s infrastructure development, including electrical power plants, water treatment facilities, healthcare centers, and communications infrastructure.

In addition to his operational responsibilities, Lind served as Legislative Liaison for Iraq Reconstruction, working closely with Congressional committees and senior Pentagon leadership to align legislative priorities with reconstruction objectives. His work required strategic coordination across the Department of Defense, the State Department, and international partners, demonstrating his ability to navigate complex policy environments while maintaining a focus on tangible results.

Earlier in his government service, Lind held key roles supporting the Coalition Provisional Authority and the State Department’s Iraq Reconstruction Management Office. He played an instrumental role in recruiting and placing senior advisors and specialists to support reconstruction efforts in Iraq and Afghanistan. His work ensured that experienced professionals were positioned where they were needed most, contributing to the rebuilding of critical institutions and infrastructure in post-conflict environments.

Lind’s career foundation was established during his twenty years of service as a United States Naval Officer. As a Surface Warfare Officer, he served aboard five Navy combatants and rose to the rank of Commander (O-5). His assignments focused heavily on combat systems, operations, and advanced defense technologies, including Aegis missile defense systems and C4I operations. These experiences provided him with deep operational insight into defense strategy, technological systems, and leadership under demanding conditions. Additionally, he has been accepted and appointed to serve on the Washington Post Intelligence Council, focused on Global Security.

He also completed advanced studies in National Security Strategy at the U.S. Naval War College.
