Dr. Dean C. For over 18 years, he served as Executive Director of the Royal Canadian Air Force Association, concurrently acting as Publishing Editor and Graphic Designer of Airforce magazine and Secretary RCAF Association Trust Fund on the charity’s board of trustees during which he helped raise and distribute close to $4 million in donations. In this role, he revitalized a volunteer-governed national organization, professionalized its governance practices, enhanced its brand identity, and reshaped its engagement with stakeholders. Dean’s commitment to professional excellence extended into his academic pursuits. He earned four post-graduate (Masters) degrees—in Philosophy, Strategic Planning, War Studies and Leading Innovation & Change, and ultimately a Doctorate in Business Administration with distinction. His doctoral research explored the fallibility of emergent strategy in hybrid instrumental-expressive organizations, offering critical insights into how leadership behaviour and stakeholder disconnects undermine strategic performance. Today, Dean serves as the Certification Director for the International Association for Strategy Professionals (IASP), the only global body offering proprietary credentials for strategy planning and strategy management. In this role, he oversees credential development, psychometric validation, accreditation processes, exam design, and global candidate engagement. His leadership has strengthened the association’s academic rigour and industry credibility, elevating the professional standards for strategists worldwide and positioning the organization for long-term sustainability.

Dean’s influence extends into boardrooms, nonprofit governance circles, and international conferences. As a keynote speaker and expert contributor in governance, strategy, leadership, and philosophical foundations of strategic thinking, he offers clear-eyed perspectives grounded in both scholarship and lived experience.
