Alan’s national impact deepened during his service in the Executive Office of the President, where he served from November 2023 to November 2024 as Senior Advisor for Intergovernmental Affairs and Public Engagement in the Office of the Vice President. In this role, he directed nationwide engagement strategies, serving as a principal liaison to governors, mayors, county executives, and community leadership. He built coalitions spanning more than 300 state and local leaders, created actionable feedback loops that improved policy responsiveness, and aligned federal and local priorities during high-visibility initiatives. Prior to the White House, Alan was appointed by the President as Deputy Assistant Secretary for Intergovernmental Affairs at the U.S. Department of Housing and Urban Development (2021–2023). He contributed to major energy, economic, appropriations, and regulatory initiatives, and chaired committees shaping sustainability, community prosperity, and K–12 modernization. His tenure included steering bipartisan coalitions, authoring policy with measurable outcomes, and helping advance budgets directing billions in state investments.

His private-sector portfolio complements his policy expertise with commercial execution. As Senior Advisor to the CEO at H Code, the nation’s largest Latinx digital media company, Alan contributed to growth initiatives that expanded reach to more than 30 million Hispanic consumers, strengthened brand partnerships, and enhanced narrative strategy for civic and mission-driven clients. As Founder and CEO of MW Consulting Group, he spent fourteen years advising national organizations on brand positioning, digital transformation, market expansion, and revenue strategy, helping clients enter new markets and improve customer engagement.

Earlier in his career, Alan developed regulatory and market operations fluency through roles in telecommunications. He managed multimillion-dollar national accounts at Sprint during a period of intense industry disruption, driving early adoption of Voice over IP solutions in the North Florida market. At the Florida Public Service Commission, he advanced rulemaking analysis and consumer protection oversight in a complex regulatory environment—experience that now informs his board value in sectors subject to compliance risk, technological change, and stakeholder complexity.

Alan is widely recognized for crisis-tested leadership, having coordinated emergency response efforts through hurricanes, infrastructure failures, and housing displacement events across multiple states. A respected strategist, he has advised national campaigns, coalitions, and civic organizations, including serving as a Strategic Advisor during the 2020 Biden presidential campaign. Alan’s governance leadership extends across sectors. He is a Senior Fellow at the Center for Digital Government and has served on boards including the LeRoy Collins Institute, Florida Historic Capitol Museum, and the Children’s Home Society of Florida.
