    Thomas “Tom” Wehr is a distinguished leader in aerospace and defense strategy, business development, and capture management. As the Founder of Red Heeler Space Consulting, Tom launched his firm in 2025 with a mission to help small and mid-sized businesses increase their win rates and secure high-value captures in the U.S. Government, international, and commercial markets. With more than two decades of industry experience spanning Boeing, L3Harris, United Launch Alliance (ULA), and Booz Allen Hamilton, Tom brings unmatched expertise in shaping opportunities, understanding competitive landscapes, and developing winning proposals for programs valued from millions to billions of dollars.

    Red Heeler Space Consulting offers a full suite of services—from early-phase business development and capture strategy to black hat analysis, price-to-win, and proposal management. Named after Willow, Tom’s energetic and determined Australian Cattle Dog, the firm embodies the same tenacity, focus, and drive. Tom’s structured, data-driven approach to capture strategy is rooted in real-world success: he has led organizations responsible for more than $800M in annual orders and spearheaded the $5B capture of the U.S. Space Force National Security Space Launch Phase 2, along with the groundbreaking Amazon Project Kuiper contract—the largest commercial launch contract ever signed.

    Prior to founding Red Heeler, Tom served as Director of Business Development at L3Harris’s Space Propulsion and Power Systems sector, overseeing strategy and BD activities across a $800M division. There, he guided cross-functional teams to successful captures with NASA, the Department of Defense, international governments, and leading aerospace primes. His work included strategic development of next-generation propulsion systems and shaping key programs like the NASA Space Launch System and ULA’s RL10 engine upgrade.

    Earlier, as Director of Business Capture at ULA, Tom led enterprise-wide efforts to secure national security and commercial space launch contracts, including Phase 2 of the U.S. Space Force program. At Boeing, he held several senior roles, including Senior Manager for International Business Capture, where he built international partnerships and pursued major defense procurements such as India’s F/A-18 fighter acquisition and Japan’s future fighter initiative. He also led proposal and capture activities on complex, high-value U.S. Government programs, including the $10B T-X advanced pilot trainer and $2B MQ-25 unmanned tanker.

    Tom began his career as an engineer and strategic consultant supporting the Navy, FAA, and Pentagon. At Booz Allen Hamilton, he worked closely with senior military leadership, helping shape program objectives, budgets, and operational plans. His early experience gave him a strong foundation in systems thinking, data analysis, and stakeholder engagement—skills he now uses to help clients position themselves for success in competitive procurement environments.

    Tom holds an MBA from the University of Maryland, where he focused on operations research and global business, with international study in Brazil and India. He earned a B.S. in Aerospace Engineering from the University of Illinois, including coursework in Vietnam, and further honed his leadership acumen at Harvard’s Extension School.

    Throughout his career, Tom has been recognized not only for his strategic thinking and execution but also for his inclusive leadership. He founded regional LGBTQ+ employee resource groups, led diversity initiatives at Boeing, and has consistently championed values-driven leadership.
