Dr. James’s professional foundation was established through rigorous training in both internal medicine and pediatrics. After earning a Bachelor of Arts in Chemistry from Duke University, he received his medical degree from the University of Kentucky College of Medicine. He subsequently completed internal medicine residency training at Temple University Hospital and Pennsylvania Hospital before completing a pediatrics residency at Children’s Hospital of Philadelphia. These roles allowed him to develop extensive experience across commercial health benefits, HMOs, network management, utilization management, provider relations, and health-plan operations. Over time, his responsibilities expanded from regional medical management to increasingly complex leadership assignments involving large populations, multidisciplinary teams, quality programs, policy development, and enterprise-level healthcare strategy.

Dr. James further expanded his national healthcare leadership during more than a decade with Humana. As Medical Director for the Kentucky-Indiana-Tennessee market, he helped achieve NCQA accreditation while working with physicians to improve utilization. He later served as Medical Director for National Accounts and Network Operations, providing clinical leadership for national accounts and developing relationships with prominent healthcare quality and professional organizations. He also led the clinical component of transparency initiatives designed to give healthcare consumers greater insight into cost and quality. His work during this period strengthened his expertise in healthcare quality measurement, network strategy, physician engagement, data-informed decision-making, and the increasingly important relationship between clinical outcomes and organizational performance.

At AmeriHealth Caritas, Dr. James served as Medical Director of Medical Policy, contributing to medical and health policy expansion, ICD-10 implementation, modernization of medical management, and representation before national quality organizations. His Medicaid experience included developing and implementing medical policies and helping redesign medical management for approximately one million members across 11 states. Later, as Chief Medical Officer of Baptist Health Plan and Baptist Health Community Care, he brought that expertise into a population-health-focused leadership role within an integrated health system.

At Highmark, Dr. James served as Senior Medical Director of Medical Management and Quality, where he focused on quality improvement within an integrated delivery and financing system. His work included leading medical directors responsible for managing some of the organization’s highest-cost members and advancing initiatives designed to reduce hospital readmissions across both health-plan and provider operations. Throughout his career, he has consistently demonstrated an ability to turn healthcare data into practical organizational action, whether evaluating clinical services, improving utilization, managing quality programs, or identifying opportunities to improve health outcomes and cost performance.

Dr. James continued this trajectory through Chief Medical Officer leadership with WellCare Health Plan of Kentucky and Passport by Molina Healthcare. At Passport by Molina Healthcare, he served as Chief Medical Officer from 2021 through 2024 before transitioning into a part-time CMO Emeritus role. His work across Medicaid and Medicare Advantage environments has given him a sophisticated understanding of government-sponsored healthcare, regulatory compliance, CMS quality programs, and the challenges health plans face in balancing access, quality, member experience, utilization, and affordability. His experience includes contributing to CMS Stars improvement initiatives, NCQA accreditation efforts, clinical policy development, utilization-management redesign, and strategies informed by sophisticated healthcare analytics.

A defining feature of Dr. James’s career is his command of quality measurement and evidence-driven improvement. His expertise encompasses managed care, Medicare, Medicaid, healthcare management, utilization management, health policy, population health, healthcare consulting, clinical quality, informatics, and data analysis.
