He earned a Master of Science in Mechanical Engineering from NYU/Polytechnic Institute of New York and later completed a Master of Science in Management from Rensselaer Polytechnic Institute. This uncommon combination of technical and business education would become one of the defining advantages of his career, enabling him to bridge the gap between engineering innovation and executive leadership. From the earliest stages of his professional life, he demonstrated not only analytical strength but also the ability to think strategically about the future of energy systems and global infrastructure development.

Stratos began his career as a Power Plant Design Engineer with Combustion Engineering, later acquired by General Electric, where he worked in engineering of large-scale thermal power plants, as well as research and development of new technologies. During this formative period, he played a key role in advancing fluidized bed combustion and gasification technologies while helping automate and optimize power plant design processes that generated substantial operational and cost efficiencies. His early work established him as a technically gifted engineer capable of understanding both the scientific intricacies and the commercial realities of large industrial projects. These experiences gave him firsthand exposure to the mechanics of energy production and laid the foundation for his lifelong involvement in energy innovation.

His career trajectory accelerated further during his tenure at the Electric Power Research Institute (EPRI) in Palo Alto, California, where he managed programs focused on environmental control technologies and advanced thermal power systems. Working in the heart of Silicon Valley exposed him to an entrepreneurial culture centered on innovation, technology commercialization, and transformative thinking. At EPRI, Stratos led the development and market deployment of fluidized bed combustion technologies and contributed to numerous techno-economic assessments of emerging energy systems. His ability to combine research leadership with practical implementation made him highly respected among utilities, engineers, policymakers, and investors alike.

Recognizing the growing need for global advisory expertise in energy strategy and infrastructure development, Stratos founded Energy Technologies Enterprises Corporation (EnTEC) in 1991. Over the next two decades, he transformed EnTEC into a successful international advisory firm serving governments, multilateral institutions, utilities, investors, and major corporations worldwide. Under his leadership, the company advised on power sector reform, renewable energy deployment, energy financing, environmental policy, LNG strategy, geothermal development, carbon financing, and clean technology commercialization. His clients included the World Bank, USAID, US EPA, US DOE, J-Power of Japan, United Technologies, and numerous governments across Europe, Asia, Africa, and the Middle East. During this period, he became deeply involved in some of the earliest international decarbonization and carbon financing initiatives, positioning himself well ahead of broader global trends toward sustainability and climate-conscious infrastructure development.

Throughout his advisory career, Stratos became known for his ability to navigate highly complex international environments involving regulation, financing, public-private partnerships, and geopolitical dynamics. He advised on major power projects in countries such as Egypt, Jordan, Botswana, China, India, Morocco, Vietnam, Turkey, and South Africa while helping stakeholders address issues related to market liberalization, infrastructure modernization, and environmental compliance. His expertise expanded beyond traditional thermal generation into renewable energy, hydroelectric systems, energy storage, smart grid technologies, hydrogen applications, and the emerging future of AI-driven energy demand and data center infrastructure. His broad perspective across technologies, markets, and policy frameworks has made him a uniquely versatile leader within the global energy industry.

In 2012, Stratos joined the International Finance Corporation (IFC), part of the World Bank Group, where (based in Moscow, Russia) he served first as Regional Power Lead for Eastern Europe, the Middle East, and North Africa before becoming Global Power Lead (from Washington DC). In this role, he established and led a global team of specialists focused on opening developing markets to private investment and accelerating deployment of advanced energy technologies. Under his leadership, IFC expanded innovative renewable energy initiatives, transmission investments, smart grid applications, hybrid power systems, and energy storage projects throughout emerging markets. He contributed to landmark projects such as the Noor concentrated solar power project in Morocco and the Tafila wind project in Jordan, both of which became transformative milestones in regional renewable energy development.

What distinguished Stratos during his years at IFC was not only his technical and strategic capability, but also his willingness to lead during moments of crisis and uncertainty. Following catastrophic flooding in Bosnia-Herzegovina and Serbia in 2014, he volunteered to help rehabilitate flooded lignite mines and restore damaged power infrastructure that had left millions without reliable electricity. His efforts contributed to emergency recovery programs and financing initiatives that helped stabilize critical energy systems during a humanitarian crisis. This experience reinforced his belief that energy infrastructure is not simply an industrial necessity, but a foundational pillar of economic stability, public welfare, and human development.

In recent years, Stratos has focused increasingly on the future of decarbonization and global energy transition. Through his independent advisory practice, E. Tavoulareas LLC, he has advised governments, international organizations, and energy stakeholders on hydrogen strategies, smart grid deployment, carbon capture technologies, renewable integration, and modernization of power systems. He has worked extensively on decarbonization strategies in Greece, Bulgaria, South Africa, Bosnia-Herzegovina, India, Indonesia, South Africa and Vietnam while also supporting renewable project financing and sustainable infrastructure development in emerging markets.
