Shawn M. Lewis is an enterprise audit, risk, and technology governance executive whose career has been defined by leading organizations through complexity, transformation, and regulatory scrutiny with a steady hand and uncompromising integrity. With more than 15 years of experience spanning healthcare, global technology, government oversight, and highly regulated industries, he has earned a reputation as a builder of resilient functions, a translator of risk into strategic clarity, and a trusted advisor to executive leadership and boards. His work consistently sits at the intersection of innovation and oversight, where rapid technological advancement must be balanced with disciplined governance, ethical decision-making, and operational continuity.

Throughout his career, Shawn has been recognized for elevating audit and risk functions from traditional compliance roles into engines of enterprise insight and strategic enablement. He is known for stepping into environments where ambiguity is high, regulatory expectations are intensifying, and the cost of failure is significant. Whether guiding an organization through a cybersecurity breach, introducing AI governance frameworks, or orchestrating complex compliance readiness efforts, he brings a rare blend of technical depth, executive presence, and systems-level thinking that enables organizations to move forward with confidence.

Shawn’s leadership at the University of California, San Francisco exemplified his ability to steward risk and innovation within one of the nation’s most complex healthcare and research ecosystems. As Associate Director of IT Audit & Data Analytics, he drove the strategic direction for technology audit, data analytics, quality assurance, and innovation across a $13 billion academic medical system. His work modernized the audit function and expanded enterprise-wide risk visibility while pioneering the development of the first generative AI audit platform for a world-renowned research institution. This landmark initiative improved documentation quality, accelerated audit workflows, and established the foundational responsible AI governance practices for the institution.

Before joining UCSF, Shawn led the Technology and Privacy Audit function at Twitter, where he assumed de facto leadership during a six-month executive vacancy and guided the company through a critical period of organizational transition and heightened scrutiny. Operating across all organizational levels—from defining functional strategy and engaging executive leadership to executing technical fieldwork—he navigated a vacuum of dedicated resources to architect the company’s first comprehensive risk-based technology and privacy audit program from inception. Shawn led a critical, cross-functional initiative to validate the effectiveness of post-breach security remediations across 12 distinct workstreams, providing the essential technical assurance required to restore Board confidence and safeguard the platform’s digital infrastructure. His leadership in building a scalable audit infrastructure from the ground up was instrumental in strengthening governance maturity and securing organizational stability during one of the most turbulent chapters in the company’s history.

At Lyft, Shawn served as Head of Regulatory Audit, directing internal and external audit operations across all mobility lines during a period of extreme industry volatility. He strategically scaled internal operations from two to five functional areas to maintain critical operating authority and protect revenue streams.  His strategic leadership helped reverse a $150,000 regulatory assessment through meticulous data analysis and executive negotiation while driving significant cost reductions through competitive procurement during unprecedented operational challenges. By maturing operations and automating high-volume administrative tasks, he empowered his team to achieve error-free regulatory submissions across 30+ jurisdictions. His ability to align cross-functional teams, challenge assumptions constructively, and resolve complex regulatory issues became central to Lyft’s resilience during this period.

Earlier in his career, Shawn played pivotal roles at Salesforce, Inovalon, Time Warner Cable, and AT&T, where he modernized governance frameworks, advanced the maturity of internal security standards, led security and privacy alignment during M&A integrations, and delivered first-year SOX programs with zero deficiencies. His leadership is rooted in a foundational mastery of rigorous quality standards developed through federal oversight at the U.S. Departments of Commerce and Defense. At the Department of Commerce, he provided comprehensive oversight for a single $4.7 billion grant program, while at the Department of Defense, he scrutinized defense contracts and cost submissions valued at several hundred million dollars. This discipline in fiscal stewardship and transparent governance became the hallmark of his career, establishing a commitment to uncompromising integrity designed to withstand the highest levels of public and congressional scrutiny.

Across these diverse roles, a central theme has emerged: Shawn is a builder of sustainable systems. He designs functions that continue to operate effectively long after his tenure, developing teams that are not only technically proficient but also capable of exercising sound judgment under pressure. He focuses on strengthening organizational muscle memory—creating frameworks, processes, and governance structures that scale with growth, withstand scrutiny, and reinforce trust among stakeholders.

Shawn’s technical expertise is complemented by a strategic understanding of emerging risks, particularly in artificial intelligence, cloud ecosystems, data governance, privacy, and cybersecurity. As organizations race to adopt generative AI and advanced analytics, he brings a disciplined, evidence-based approach that ensures innovation does not outpace governance. His ability to demystify complex technology risks for executive and board audiences makes him an invaluable partner in shaping responsible digital transformation strategies.

Rooted in his mission to strengthen governance, accountability, and integrity, Shawn is driven by the belief that organizations thrive when oversight is proactive, transparent, and aligned with strategic priorities. His work reflects a commitment to public trust, ethical leadership, and the continuous improvement of systems that protect people, data, and organizational value. Whether advising boards, modernizing audit functions, or guiding large-scale technology transformation, he consistently delivers clarity in moments of uncertainty and leadership that endures.

Above all, Shawn approaches his work with a profound sense of purpose. He is motivated by the opportunity to support organizations during pivotal moments—those inflection points where the right decisions can shape resilience for years to come. His career is marked not only by technical achievement but by an unwavering dedication to excellence, integrity, and service.
