    Pem Guerry is a visionary executive whose career spans more than four decades across the private and public sectors. He brings a wealth of experience in SaaS, cloud computing, executive management, product development, and strategic operations. With a reputation for integrity, thoughtful leadership, and transformative results, Pem has consistently helped companies and organizations navigate complex challenges and achieve meaningful, sustainable growth.


    Currently, Pem serves as the Executive Vice President of SIGNiX, a leading digital signature and eNotary technology company. In this role since 2004, he has been instrumental in shaping the organization’s strategic direction and leading efforts in sales, marketing, product development, intellectual property, and risk management. His ability to guide cross-functional teams and align product strategy with customer needs has helped SIGNiX become a key player in the digital signature and notarization space.


    Pem’s professional journey began at Price Waterhouse (now PwC), where he quickly rose to the role of Senior Manager in the Strategic Management Consulting Group. He was the only internal staff member invited to join this elite division, created to compete with McKinsey, Bain, and BCG. There, he advised major companies in real estate, entertainment, telecommunications, and manufacturing, demonstrating early in his career an aptitude for high-level strategic thinking and operational excellence.


    He later co-founded Windsor Park Management, a consulting and venture capital firm, focusing on retail, real estate, and entertainment industries. His entrepreneurial spirit and practical business acumen made him a sought-after partner and mentor to emerging businesses. His work during this time provided firsthand experience in growing companies from the ground up, experience that continues to inform his executive and board-level contributions.


    Pem transitioned to public service in 1995, taking on the role of Assistant Commissioner in the Tennessee Department of Finance and Administration under Governor Don Sundquist and Commissioner Bob Corker. In this position, he oversaw over 1,000 employees and managed a $100M+ state budget. He led projects in streamlining government, IT modernization and transformation, accounting, health insurance, contract management, and strategic planning, demonstrating his versatility and leadership across disciplines. His work helped lay the groundwork for more efficient and accountable government operations.


    In 2000, Pem returned to Chattanooga to lead RiverValley Partners (formerly RiverCity Company), a nonprofit economic development organization focused on revitalizing Chattanooga’s downtown and the surrounding region. Under his leadership, the organization played a pivotal role in over $1 billion in new development and managed a $25 million financial and real estate portfolio. Pem’s collaborative leadership and ability to unify public and private interests became a hallmark of his success in regional development.
    Beyond his executive roles, Pem has a long-standing history of board service and civic engagement. He currently serves on the board of SIGNiX and its parent company, as well as Future Capital. His previous board work includes roles as Chairman of Southeast Community Capital, Vice Chairman of the Tennessee Technology Development Corporation, and a Director of organizations such as Tech 2020, Erlanger Medical Center, Adman Electric, and the Public Education Foundation. These diverse experiences give Pem a broad perspective on governance, strategic alignment, and stakeholder value creation.


    Pem holds a B.A. in Economics from Southern Methodist University, graduating with a 4.0 GPA while serving as captain of the tennis team, which was top four in the NCAA during his entire tenure. After a period on the professional tennis tour, he went on to earn his MBA in Finance from The Wharton School, where he also served as an assistant tennis coach for the University of Pennsylvania. This combination of academic excellence, leadership, and coaching ability is reflected in his management style—analytical, focused, and people-oriented.
    His global exposure includes strategic collaborations in Canada, and he has presented to investors and stakeholder groups throughout his career. Pem is known not only for his strategic insights but also for his ability to communicate complex ideas in a clear, compelling manner. His trusted leadership, combined with a deep understanding of business and public policy, positions him as an ideal candidate for advisory and board roles in the technology, healthcare, finance, and manufacturing sectors.


    Outside of work, Pem is passionate about travel and racquet sports—tennis, squash, pickleball, and racquetball.
