Luis Hernandez is an accomplished executive, senior advisor, investigator, and program leader with approximately three decades of professional experience spanning federal law enforcement, national security, healthcare, intelligence, regulatory compliance, supply chain risk management, and corporate leadership. Throughout his career, Luis has built a reputation for navigating highly complex environments in which sound judgment, discretion, accountability, and decisive leadership are essential. Luis currently serves as Vice President of Operational Surveyors, Inc., where he contributes to company strategy, sales and marketing initiatives, strategic partnerships, organizational planning, and executive decision-making. As a member of the company’s leadership team, he helps establish organizational direction while coaching and developing personnel in core investigative and strategic disciplines. In parallel, he has served as a Senior Program Manager and Senior Intelligence Analyst supporting the Administration for Strategic Preparedness and Response within the U.S. Department of Health and Human Services. In that capacity, he has provided senior-level expertise on matters affecting national public health infrastructure, public safety, intelligence, and organizational preparedness.
A defining component of Luis’s recent leadership has been his work in supply chain risk management and intelligence. He played an instrumental role in helping establish the HHS/ASPR Intelligence Division and contributed to the creation and development of its Supply Chain Risk Management function. His work supported critical federal missions associated with medical countermeasures, the Strategic National Stockpile, public health preparedness, and national supply chain resilience. Luis developed and implemented a Supply Chain Risk Management reporting template as well as a research and analytical methodology designed to provide senior leaders with clearer visibility into contractual and operational risks. The methodology became a resource for training additional analytical personnel, reflecting his ability not only to solve immediate problems but also to create repeatable systems that strengthen institutional capability.
Before moving into his current executive and advisory responsibilities, Luis served as Director of Export Controls & Sanctions within FTI Consulting’s Forensic & Litigation Consulting practice. There, he advised clients on complex U.S. and international regulatory matters involving export controls, sanctions, risk assessments, investigations, and compliance programs. He monitored developments involving the Export Administration Regulations, International Traffic in Arms Regulations, and Office of Foreign Assets Control requirements while helping organizations assess vulnerabilities and implement responsive controls. His work required the ability to translate complex legal and regulatory expectations into practical business actions, a capability that remains highly relevant to boards navigating geopolitical uncertainty, cross-border operations, sensitive technologies, and evolving compliance obligations.
Luis’s career foundation was built through more than two decades of distinguished federal investigative and national security service. As a Special Agent with the Defense Criminal Investigative Service, he led and supported complex investigations involving public corruption, procurement and contract fraud, healthcare fraud, counter-proliferation, technology protection, terrorism-related matters, and threats to sensitive U.S. defense interests. He later served as Program Manager for Counter-Proliferation Investigations, providing leadership and oversight across a portfolio of more than 200 active investigations involving sensitive Department of Defense technologies and weapons systems. He became a recognized subject matter expert in export controls and worked closely with federal law enforcement agencies, the intelligence community, industry partners, and senior defense leadership to protect critical technologies and strengthen interagency cooperation.
Earlier in his career, Luis served as a Special Agent with the U.S. Food and Drug Administration’s Office of Criminal Investigations, where he led investigations involving counterfeit, adulterated, stolen, and misbranded prescription drugs, medical devices, and food products. His work included collaboration with local and federal agencies as well as prosecutors, and it placed him directly on the front lines of pharmaceutical integrity, patient safety, intellectual property protection, and supply chain security. Among his notable investigations were cases involving counterfeit medications used in the treatment of serious illnesses, as well as efforts to disrupt the unlawful resale and distribution of compromised pharmaceutical products. This experience gives Luis particularly relevant insight for pharmaceutical, biotechnology, healthcare, medical-device, and life-sciences organizations confronting regulatory, reputational, fraud, and supply chain risks.
Luis’s international perspective was established even earlier through his service with the U.S. Army and subsequent federal assignments. As an Arms Control Inspector and Russian linguist, he participated in inspections of Russian nuclear weapons facilities under major arms control treaties and served in roles requiring deep cultural awareness, technical understanding, diplomacy, and operational discipline. He also served as Deputy Chief of Arms Control at the U.S. Embassy in Almaty, Kazakhstan, and later deployed to Afghanistan in support of the International Counter-Corruption Task Force. Across his career, his international exposure has included assignments and professional engagement involving the United Kingdom, France, Russia, Germany, Italy, Kazakhstan, Afghanistan, and other locations. He is fully fluent in Spanish and has intermediate proficiency in Russian, strengthening his ability to operate across diverse environments and communicate effectively with international stakeholders.

He is a two-time recipient of an Outstanding Law Enforcement Officer of the Year award, receiving recognition in both 2004 and 2017. He has also received the National Health Care Anti-Fraud Association Investigation of the Year award, an ICE Director’s Award for Counter-Proliferation Investigations, and recognition for contract and grant fraud investigative excellence.
