Kyle Winslow is a distinguished higher education leader whose career spans more than 25 years of academic administration, program innovation, and equity-centered leadership development. Throughout her professional journey, she has remained committed to expanding access, strengthening student belonging, and transforming organizational culture so that all learners—especially those historically underserved—can thrive. Her work reflects the belief that education is most powerful when it is inclusive, community-engaged, and aligned with real workforce opportunity.

From her early days as a marketing faculty member and program coordinator to her most recent statewide leadership roles, Kyle has consistently demonstrated an ability to elevate institutions during times of change. Her career began in the classroom, where she quickly gained recognition as an inspiring educator and strategist capable of designing industry-responsive curriculum. These foundational experiences cultivated her passion for student success and set the stage for her future roles shaping large-scale academic operations and institutional priorities.

As Kyle advanced into academic leadership, she became known for her ability to lead diverse teams through transformation with empathy, clarity, and collaboration. During her tenure at South Seattle College, she not only taught and mentored students but also redesigned degree pathways, implemented innovative teaching practices, and increased enrollment through targeted community engagement. Her dedication earned her the prestigious NISOD Teacher of the Year Award, underscoring her early influence and commitment to educational excellence.

When Kyle transitioned to Shoreline Community College, she further expanded her impact by managing multiple departments, championing Guided Pathways reforms, and fostering a culture of trust and broad participation in decision-making. Her leadership strengthened departmental morale, updated programs to reflect emerging industry needs, and built capacity among faculty to engage in meaningful assessment and curricular redesign. Through these efforts, she laid the foundation for modernized academic programs responsive to both student aspirations and labor market demands.

Kyle’s most transformative achievements emerged during her time at Columbia Basin College, where she served as Dean of the Schools of Business and Computer Science. Leading more than 40 faculty and staff, she stewarded a $4 million budget, supported seven bachelor’s programs and over 15 workforce degrees, and nurtured a community where belonging and innovation were central priorities. Under her leadership, program fill rates rose from 82% to 97%, new degree pathways were launched in high-demand fields, and major cybersecurity initiatives—funded through the Department of Defense and VICEROY grants—were implemented to expand opportunities for underrepresented students.

At Columbia Basin College, Kyle also built inclusive practices into the heart of academic operations. She advanced DEIA-centered hiring processes, redesigned curriculum to reflect diverse perspectives, and created experiential learning pipelines that strengthened employability and career readiness. Her strategic partnerships with state agencies, K–12 districts, and industry partners significantly expanded STEM opportunities for underserved communities, positioning the institution as a model for collaborative, equity-driven workforce development.

In her newest chapter as Director of the Center of Excellence for Homeland Security and Emergency Management, Kyle provides statewide leadership that connects 34 community and technical colleges with Washington’s critical workforce needs. In this role, she serves as a bridge linking higher education, public agencies, and industry to build strong, inclusive pathways in homeland security, emergency management, cybersecurity, and public safety. Her strategic coordination strengthens statewide resilience, supports professional development initiatives, and enhances the education-to-career pipeline for thousands of students across Washington.

Kyle’s academic credentials—including a Doctorate in Educational Organizational Learning and Leadership from Seattle University and an MBA in Marketing—provide the theoretical grounding that complements her extensive practical experience. Her dissertation, focused on improving STEM completion for underrepresented students, reflects her enduring dedication to research-driven, student-centered institutional improvement. Her credentials as a Zenger Miller facilitator, DACUM-trained program developer, and ropes course facilitator further highlight his holistic approach to leadership development and organizational learning.

Beyond her formal roles, Kyle is admired for cultivating environments that celebrate inquiry, diverse perspectives, and community building. Whether designing strategic initiatives, mentoring faculty, leading statewide coalitions, or facilitating focus groups with students, she approaches leadership as a tool for empowerment. She believes that educational transformation happens when people are valued, voices are heard, and systems are intentionally reshaped to support the success of all.

Outside of her professional commitments, Kyle finds balance in the outdoors—skiing, hiking, and gardening—and welcomes opportunities for travel and cultural learning. Her experience as a Fulbright Scholar in China and years of French language study reflect her global curiosity and openness to diverse perspectives. These personal passions deepen her connection to learners from all backgrounds and fuel her dedication to service.
