In this role, he directed efforts to analyze and prioritize training capabilities, ensuring the efficient production of 1,300 combat and mobility pilots annually. His leadership in acquiring and integrating advanced training systems and maintenance technologies was instrumental in modernizing Air Force pilot training.

Prior to this, Martinez held multiple high-level leadership positions in the United States Air Force, where he spent over three decades excelling in strategic planning, operational command, and aviation training. As Chief of the HQ AETC Plans & Programs Division, he was responsible for shaping the strategic direction of the Air Force’s largest training organization. He led the planning and execution of a $38 billion five-year budget, balancing mission execution, force structure, and acquisition programs that impacted more than 60,000 personnel across 22 bases.

As Commander of the 19th Operations Group at Little Rock Air Force Base, Martinez led 1,500 personnel in executing global theater aerial delivery operations. Managing a $9.9 million operations budget and overseeing 45 aircraft across multiple squadrons, he ensured mission readiness for worldwide contingencies. His expertise extended to combat operations, as demonstrated by his leadership as a deployed C-17 Air Expeditionary Group Commander supporting Operation Enduring Freedom.

Martinez’s strategic acumen was further honed through his time at the Pentagon, where he served as Deputy Division Chief of the Total Force Enterprise Division. In this capacity, he provided direct support to senior Air Force leadership, guiding decisions on Total Force Integration and Active/Reserve component mix management. His ability to navigate complex policy and operational challenges was critical in shaping the future of Air Force force structure and resource allocation.

His operational leadership was equally evident during his tenure as Commander of the 374th Operations Support Squadron at Yokota Air Base, Japan. Under his command, the squadron earned the prestigious Air Force Airfield Flight Complex of the Year award, a first in the squadron’s history. He successfully led air traffic control operations across 8,500 square miles of airspace and managed a $24 million flight program supporting multiple aircraft and aircrew.

Academically, Martinez holds a Bachelor of Science in Human Factors Engineering from the United States Air Force Academy. He further enhanced his strategic expertise with a Master of Science in National Resource Strategy from the Eisenhower School for National Security and Resource Strategy, a Master of Military Operational Art & Science from the USAF Air Command and Staff College, and a Master of Business Administration from Touro University Worldwide. His academic achievements, including earning the Commandant’s Award for Excellence in Research, reflect his deep analytical and strategic thinking capabilities.
