Joel K. Goloskie, Esq. has a strong history of corporate board leadership across a variety of organization types.  He currently serves on the board and the finance committee of an integrated autism services provider with $125 million in annual revenues, and has guided the organization through significant expansion across service lines and state lines.  During his tenure, the organization has acquired several competitors, and is presently investigating a large capital raise to develop a first-of-its-kind medical facility for special needs patients.  

In addition, he serves as treasurer of an historic improvement association, raising funds and returning businesses to a once-thriving urban community.  He is a trustee of a 200+ acre land trust in the suburbs of Boston, and serves as presiding officer of a 200 year-old urban church with an historic brownstone cathedral, a nine-acre cemetery and an annual budget of nearly $1 million.  In this last role, Joel recently led a campaign that raised $4 million for the renovation of the church’s magnificent 19th century organ.

For ten years, he operated in high-pressure, mission-critical environments, honing the discipline, strategic planning, and decision-making skills that would later underpin his legal and corporate leadership. This foundation instilled in him the resilience and focus that have become hallmarks of his professional approach.

Transitioning into the healthcare sector, Joel founded the Goloskie Consulting Group, Inc., where he successfully generated tens of millions of dollars in Medicare and Medicaid reimbursements for approximately sixty hospitals across fifteen states. In this role, he championed clients before federal and state agencies, legislators, and regulators, and was among the early pioneers in developing compliance programs following the OIG’s 1998 guidance. His work during this period cemented his reputation as a tenacious advocate and skilled strategist capable of navigating complex policy and operational landscapes.

Joel’s leadership expanded further when he served as Executive Director of the East Georgia Health Collaborative, uniting four hospitals and three Federally Qualified Health Centers into a regional affiliation. His vision and operational skill transformed the fledgling organization into a thriving healthcare alliance, complete with nonprofit status, governance structures, and strategic partnerships that enhanced patient care delivery across the region.

In 2012, Joel joined CharterCARE Health Partners as Deputy General Counsel and Director of Compliance, Privacy & Ethics. In this dual capacity, he led the system’s legal and compliance operations during a transformative period, culminating in the successful sale of a majority interest to a for-profit capital partner. His role involved a year-long process of due diligence, regulatory approval, and meticulous execution, ensuring that the transaction aligned with both business objectives and compliance mandates. Beyond transactional achievements, Joel implemented system-wide legal frameworks, compliance programs, and privacy protocols that fortified the organization’s operational integrity.

Returning to private practice as a Partner at Pannone Lopes Devereaux & O’Gara LLC, Joel has become a sought-after authority in healthcare law, regulatory compliance, and data privacy. His work includes representing buyers and sellers in multimillion-dollar M&A transactions, serving as compliance counsel to the nation’s largest healthcare analytics platform, and advising SaaS companies operating across eighteen countries on HIPAA, GDPR, and CCPA compliance. His ability to identify growth opportunities while mitigating regulatory risks has allowed clients to leverage data, expand service lines, and secure market advantages in competitive environments.

Joel’s litigation and defense experience further underscores his versatility and expertise. He has successfully defended providers facing allegations of healthcare fraud and False Claims Act violations, managed complex employment disputes, and recovered significant damages for clients in both federal and state courts. His approach blends rigorous legal analysis with practical business insight, ensuring that strategies are not only legally sound but also operationally viable.

Beyond his transactional and litigation work, Joel is a respected thought leader and educator. He has served as Co-Chair of the Boston Bar Association’s Health Law Education Committee, organizing and presenting at numerous high-profile forums featuring general counsels, regulators, and industry leaders. Joel brings extensive experience with app-based IT platforms, particularly two-sided marketplace models where companies register as clients and individuals sign up for open positions or shifts.
