Jeanne McMillen is a dynamic and seasoned financial executive with over 35 years of experience in strategic financial management, M&A advisory, government contracting compliance and executive leadership across public, private and nonprofit sectors. As a Certified Public Accountant and a trusted advisor to boards, C-suite executives, and SEC registrants, Jeanne has built a reputation for excellence in accounting operations, corporate governance, risk mitigation and business transformation. Her unmatched expertise in both domestic and international finance makes her a highly sought-after candidate for corporate board service.
Jeanne’s most recent role is as CEO of Hy-Tech Fittings, LLC, where she leads the company’s operations, financial strategy and corporate development. Prior to that, she served as a Senior Partner at Rose Financial Solutions for over 17 years, where she founded and grew the Government Contracting Practice into the firm’s most significant revenue generator. In this capacity, she directed complex compliance engagements, system conversions, M&A due diligence and financial reporting initiatives, while also managing key relationships with federal agencies including the Defense Contract Audit Agency (DCAA).
Her earlier career at Dames & Moore, now part of AECOM, included serving as Controller for the Eastern Division, where she managed financial operations for over 30 business units across the U.S. and Canada. Jeanne led domestic and international acquisitions, implemented financial systems, and developed accounting and government contracting training programs still referenced by corporate teams years later.
Throughout her career, Jeanne has worked with a broad range of clients — from public companies and technology firms to nonprofits and manufacturers. She has consistently delivered strategic insight, financial discipline and results-oriented leadership. Her ability to communicate complex financial concepts to non-financial stakeholders has positioned her as a key contributor to strategic planning, board discussions, and operational improvements.
Jeanne is no stranger to the international stage. Her M&A and compliance work has taken her to various international locations where she led integration planning and financial alignment projects during global expansion initiatives. Her cross-border experience is paired with a firm grasp of GAAP, FAR, CFR, and OMB Uniform Guidance, giving her a comprehensive lens on regulatory frameworks in both U.S. and international markets. Her current role as CEO of Hy-Tech Fittings, which specializes in high-purity gas and fluid delivery systems in the Semi-Conductor Industry, serves customers worldwide.
Outside of her executive responsibilities, Jeanne has served on several boards and advisory panels, including as a member of the CPA Partner Advisory Board for a publicly traded Fintech company and as a Founding Director of the RFS Gives Back Foundation, a nonprofit supporting educational scholarships and charitable initiatives. Jeanne is a member of the American Institute of Certified Public Accountants (AICPA) and has been active in several professional associations, including, the National Contract Management Association, the Greater Washington Society of CPAs, the Maryland Association of CPAs, the Tech Council of Maryland and the Society of Human Resource Management Professionals (SHRM) .

Jeanne is a graduate of James Madison University, where she earned a Bachelor of Business Administration in Accounting.
