George Beauregard is a seasoned physician executive, healthcare strategist, author, speaker, and board leader whose career has been dedicated to improving the way healthcare organizations deliver value to patients, providers, payers, and communities. With approximately four decades of professional experience, Dr. Beauregard brings a rare combination of clinical credibility, executive leadership, financial acumen, and governance experience. His career has placed him at the forefront of some of healthcare’s most consequential transformations, from the emergence of managed care and accountable care organizations to population health, two-sided risk, predictive analytics, and value-based payment. Throughout that journey, he has built a reputation for bringing diverse stakeholders together around strategies that connect better clinical outcomes with sustainable financial performance.
Dr. Beauregard’s expertise is particularly deep in value-based care, population health management, Medicare, payer strategy, healthcare information technology, clinically integrated networks, medical cost management, and physician alignment. He has led organizations responsible for hundreds of thousands of attributed lives and billions of dollars in medical expenditures, giving him a sophisticated understanding of the relationship between clinical decision-making and actuarial performance. His experience encompasses Medicare Shared Savings Programs, Next Generation ACOs, bundled payment models, Medicaid initiatives, commercial alternative payment arrangements, and direct-to-employer strategies. This breadth allows him to approach healthcare challenges not solely as a physician or administrator, but as an enterprise leader who understands how clinical, operational, technological, and financial decisions intersect.
Most recently, Dr. Beauregard served as Chief Population Health Officer for Southern New England Healthcare Organization (SoNE HEALTH), where he was the clinical leader of a clinically integrated network encompassing more than 620 providers and 50,000 lives participating in value-based agreements. He helped organize the provider network into regional structures and implemented an incentive funds-flow model designed to recognize and reward high-performing practices. Under this broader leadership environment, SoNE strengthened its value-based care performance, including approximately $12.5 million in net shared savings for performance years 2023 and 2024 within the MSSP Enhanced model. Dr. Beauregard also co-directed a managed Medicaid value-based agreement covering approximately 35,000 lives with Boston Medical Center/WellSense, where expenditures finished 3.6% below budget and produced the organization’s first surplus in that segment. His leadership further extended to the integration of the Johns Hopkins ACG System for improved risk stratification and predictive modeling and to the development of direct-to-employer and business-to-business clinical strategies.
Previously, as Senior Vice President of Value-Based Care and Chief Physician Executive for Catholic Health Physician Partners, Dr. Beauregard operated at considerable organizational scale. He oversaw approximately $1.5 billion in medical expenditures associated with 225,000 attributed lives across eight payer partners and managed an 85-person team supporting clinical and financial integration for approximately 2,500 providers. During his tenure, the organization generated $35 million in shared savings from 2019 through 2022 while maintaining strong quality performance. He also led participation in advanced Medicare payment models, including MSSP ACO arrangements and BPCI-A and CJR bundled payment programs, which generated $6.1 million in net reconciliations. His work with New York State’s DSRIP program encompassed approximately 110,000 Medicaid enrollees and contributed to an initiative that earned $232 million in incentive payments since program inception.
His earlier executive leadership demonstrates a consistent ability to move healthcare organizations toward more sophisticated models of accountability. As Chief Physician Executive of St. Luke’s Health Partners in Boise, Idaho, Dr. Beauregard helped lead a financially and clinically integrated network of approximately 2,400 providers and guided its successful transition into the CMS Next Generation ACO program. His work contributed to $24.4 million in shared savings across 2017 and 2019, while his payer collaboration efforts supported innovative value-based insurance products for the Idaho market. He also helped redesign physician compensation approaches to place greater emphasis on outcomes and value, strengthening alignment between clinician incentives, organizational priorities, and payer expectations.
Before St. Luke’s, Dr. Beauregard served as Senior Vice President and Chief Clinical Officer for PinnacleHealth, now part of UPMC. There, he directed population health and accountable care activities within a major community teaching health system and served as President of RiverHealth ACO. His leadership supported participation in both the Medicare Shared Savings Program and the Next Generation ACO model. He was also executive sponsor of an innovative predictive analytics collaboration with IBM that used healthcare data to identify higher-risk patients and inform interventions designed to reduce avoidable utilization and expenditures. His development of a post-acute care network further demonstrated his ability to address healthcare performance across the continuum rather than within organizational silos.
Dr. Beauregard’s impact on value-based healthcare began well before such models became commonplace. As President and Chief Medical Officer of Southcoast Physicians Network, he led clinical, financial, and operational activities while advancing quality improvement, ambulatory electronic health record implementation, population health capabilities, accountable care readiness, and performance under Blue Cross Blue Shield of Massachusetts’ Alternative Quality Contract. Earlier, as President and Co-Founder of Primary Care, LLC, he helped build a significant independent primary care network in Eastern Massachusetts and gained early experience with Medicare Advantage risk contracting, performance-based payment, and healthcare information technology. These experiences gave him a practical understanding of how independent physicians, hospitals, health systems, and payers can be aligned around common objectives.
Governance has likewise been an important dimension of Dr. Beauregard’s career. As the inaugural Chairman of the New England Quality Care Alliance, he helped lead the formation and strategic direction of a network of approximately 1,500 providers associated with Tufts Medical Center, including work involving performance-based agreements and early two-sided risk arrangements. His broader governance and advisory experience has included service with the NYIT School of Health Professions, Central Healthcare Collaborative, Highmark Physician Pay for Value, Massachusetts Health Quality Partners, Blue Cross Blue Shield of Massachusetts, and state healthcare innovation initiatives. These roles have exposed him to the responsibilities of board leadership from multiple perspectives and strengthened his ability to ask informed questions, evaluate strategy, understand organizational risk, and contribute constructively to executive decision-making.
A Doctor of Osteopathic Medicine graduate of the University of New England College of Osteopathic Medicine, Dr. Beauregard completed a rotating internship at the Osteopathic Hospital of Maine, where he served as Chief Intern, followed by an internal medicine residency at Faulkner Hospital in Boston. His medical training remains foundational to his executive philosophy. Even while managing complex financial arrangements and large-scale organizational strategies, he has maintained a physician’s focus on the individual patient and the human consequences behind healthcare data. That perspective has helped him navigate the tension between affordability, quality, access, provider sustainability, and patient-centered care.
Dr. Beauregard is also an accomplished author and experienced speaker. He is the author of Reservations for Nine: A Doctor’s Family Confronts Cancer, a deeply personal work inspired by his son Patrick, who died at age 32 after a three-year battle with stage IV colorectal cancer. Blending family memoir with a physician’s perspective on colorectal cancer, the book also explores the troubling rise of early-onset cancers. His writing adds a deeply human dimension to a career otherwise distinguished by strategy, analytics, and organizational transformation. It reflects a leader who understands healthcare not merely as an industry or economic system, but as an intensely personal undertaking affecting patients and families during some of the most consequential moments of their lives.
After decades of executive, clinical, governance, and healthcare transformation experience, Dr. Beauregard is well positioned to bring meaningful perspective to corporate boards and advisory organizations, particularly those operating across healthcare and the rapidly evolving intersection of healthcare and artificial intelligence. He offers firsthand knowledge of population health, payer-provider relationships, predictive analytics, healthcare technology, risk contracting, physician networks, organizational transformation, and large-scale financial accountability. His experience allows him to evaluate emerging technologies through both a strategic and clinical lens—considering not simply whether an innovation is technically compelling, but whether it can improve outcomes, reduce unnecessary cost, strengthen clinical workflows, and create sustainable enterprise value.
At this stage of his career, board service represents a natural extension of Dr. Beauregard’s longstanding commitment to leadership and healthcare improvement. He brings the judgment of an experienced physician executive, the perspective of a former board chairman, the financial discipline of a leader accountable for substantial medical expenditures, and the empathy of a physician and father whose personal experiences have reinforced the importance of healthcare’s fundamental mission. Whether advising an established healthcare organization or helping an emerging health technology or AI-enabled company navigate growth, Dr. Beauregard offers the combination of experience, curiosity, pragmatism, and purpose necessary to make a substantive contribution at the board level.
