Published on:

F. Edward “Ed” Geiger III is a distinguished leader in community development, housing policy, and public-sector financing whose career reflects a deep commitment to building stronger, more equitable communities. With more than three decades of experience spanning government leadership, national policy influence, and private consulting, Ed has consistently translated complex policy frameworks into impactful, results-driven programs. His work is defined by a rare ability to align strategy, funding, and execution to achieve measurable and lasting outcomes.

Ed’s professional journey began in public service, where he developed a strong foundation in policy analysis and program design within the Pennsylvania state government. Early in his career, he served in the Governor’s Office of Policy Development, where he contributed to high-level policy initiatives and honed his analytical capabilities. This formative experience laid the groundwork for his lifelong dedication to public administration and community advancement.

Over the next several decades, Ed rose through the ranks at the Pennsylvania Department of Community and Economic Development (DCED), ultimately serving as Director of the Center for Community Financing. In this role, he led a large and complex portfolio that included multiple federal and state grant programs, tax credit initiatives, and housing regulatory systems. Managing an annual budget of approximately $165 million, Ed oversaw the allocation of more than $1.7 billion in public funding during his tenure, demonstrating both fiscal responsibility and strategic foresight.

His leadership extended beyond financial management into organizational excellence. Ed supervised teams ranging from 25 to 70 professionals, fostering a culture of accountability, collaboration, and innovation. While serving as DCED’s Acting Deputy Secretary for Community Affairs and Development, he broadened his impact by overseeing statewide programs that supported local governments, community services, and economic development initiatives. His leadership during this time reinforced his reputation as a trusted and capable executive.

A hallmark of Ed’s career has been his pioneering approach to program design and policy innovation. He played a central role in developing the Pennsylvania Community Development Bank, the first state-level initiative in the nation to support Community Development Financial Institutions (CDFIs). This groundbreaking work helped expand access to capital for underserved communities and set a national precedent for similar programs.

Ed’s influence also extended to housing and land use initiatives, including the “Brownfields for Housing” program, which promoted the redevelopment of previously utilized sites for residential use. His ability to integrate policy, planning, and financing into cohesive strategies has made him a recognized thought leader in addressing complex housing and community development challenges.

In addition to his public-sector accomplishments, Ed has made significant contributions as a consultant through Edge Strategic Consulting, which he founded in 2015. In this capacity, he provides strategic planning, technical assistance, and financial development services to a wide range of clients, including state agencies, national organizations, and community-based institutions. His consulting work reflects his continued passion for helping organizations achieve sustainable growth and meaningful impact.

Ed’s expertise in business financing and technical assistance has been particularly impactful in recent years. He has led and supported major initiatives involving federal CARES Act and ARPA funding, helping deploy hundreds of millions of dollars to small businesses and underserved populations. His work with the Pennsylvania CDFI Network has been instrumental in advancing equitable access to capital and strengthening local economies.

A respected educator and communicator, Ed has delivered training and presentations to audiences ranging from small groups to large national conferences. His role as a conference coordinator for the Council of State Community Development Agencies (COSCDA) highlights his commitment to knowledge sharing and professional development. Through his training efforts, Ed has helped equip practitioners with the tools and understanding needed to navigate complex regulatory environments.

Ed’s national leadership is further evidenced by his long-standing involvement with COSCDA, where he served as President and held multiple officer roles. His contributions to the organization have helped shape national dialogue on community development policy and practice. Additionally, his service on the board of the Pennsylvania Housing Finance Agency underscores his influence in housing finance and governance.  Demonstrating his leadership skills, he chaired the board’s Audit Committee, overseeing a $5 billion organization, and its Finance Committee, responsible for mortgage revenue bond issuance and interest rate swaps.

Throughout his career, Ed has maintained a strong focus on data-driven decision-making and program evaluation. He has led efforts to incorporate outcome measures into statewide planning processes and has conducted extensive analysis using housing and tax data. His commitment to evidence-based strategies ensures that programs are both effective and accountable.

Ed’s work has been recognized with numerous awards, including honors from the U.S. Department of Housing and Urban Development and the Council of State Community Development Agencies. These accolades reflect not only his professional achievements but also his dedication to advancing innovation and excellence in community development.

At his core, Ed is driven by a belief in the power of collaboration and the importance of aligning resources with community needs.
