Dr. Donald Guy Generals is a transformative leader whose distinguished career in higher education spans four decades, defined by a steadfast commitment to equity, innovation, and opportunity. With a professional journey that began in the classrooms and student affairs offices of New Jersey and culminated in the presidency of the Community College of Philadelphia (CCP), Dr. Generals has dedicated his life to creating pathways for learning, social mobility, and community advancement. Assuming the presidency of CCP in 2014, Dr. Generals became the sixth leader in the institution’s history, guiding Philadelphia’s only public college through a period of significant growth, modernization, and resilience. Over his 11-year tenure, he steered a $250 million annual budget and a workforce of more than 1,200 employees, overseeing landmark initiatives that elevated student outcomes, expanded access, and strengthened the institution’s role as a civic and economic anchor. Under his leadership, the college achieved a 170% improvement in graduation rates, introduced the nationally recognized Octavius Catto Scholarship, and launched Philadelphia’s only middle college program, enabling high school students to earn associate degrees alongside their diplomas.
His leadership extended beyond the walls of the institution. Dr. Generals was a trusted advisor to city and state leaders, serving on transition teams for Pennsylvania Governor Josh Shapiro and Philadelphia Mayor Cherelle Parker. He played a critical role in education policy and workforce planning, contributing to regional economic strategies and advocating for inclusive, skills-driven growth. Before his tenure at CCP, Dr. Generals served as Vice President for Academic Affairs at Mercer County Community College, where he championed program expansion, study abroad opportunities, and capital improvements, including revitalization of the James Kerney Campus. His earlier roles as Provost of the Katharine Gibbs School in New York City, Vice President for Academic and Student Affairs at Rockland Community College, and Dean of Student and Cultural Affairs at Passaic County Community College reflect a career trajectory built on elevating academic standards, fostering student engagement, and guiding institutions through complex transitions.
An influential voice in national education leadership, Dr. Generals has served on the executive committees of the American Association of Community Colleges, the National Alliance of Community and Technical Colleges, and the Global Community College Leadership Network. He has been an accreditation evaluator for the Middle States Commission on Higher Education and a respected speaker on topics such as guided pathways, diversity, equity, inclusion, belonging (DEIB), workforce development, and social justice. He holds a Doctor of Education in Social and Philosophical Foundations from Rutgers University, a Master’s in Urban Education from William Paterson College, and a Bachelor’s in Political Science from the same institution. Further honing his leadership expertise, he earned executive certificates from Harvard University’s Institute for Educational Management and Cornell University’s Interest-Based Bargaining program.
His impact is also evident through the capital projects completed under his guidance, including the design and construction of a 70,000-square-foot Career Advanced Technology Center, the renovation of the CCP library and student commons, and extensive modernization of science labs. These initiatives not only enhanced the student learning experience but also reflected his commitment to aligning physical spaces with evolving educational needs.
