Charles Hirsch is a results-driven senior technical program executive with over two decades of experience spanning the U.S. military and the technology sector. He brings a rare combination of operational precision, strategic foresight, and technical fluency to organizations seeking to harness artificial intelligence, machine learning, and cloud infrastructure at scale.
Currently serving as a Senior Technical Program Manager at Workday, Charles is a trusted leader in the company’s AI/ML Inference organization. He directs 12 AI/ML engineering teams and four data science teams across global locations, orchestrating the development and deployment of over 45 AI/ML microservices on a Kubernetes-based architecture. He manages the end-to-end lifecycle of machine learning operations (MLOps and LLMOps), from data ingestion and model training to cloud deployment and post-launch support, while also overseeing monthly AI/ML cloud expenditures exceeding $3 million. His financial modeling work—supporting multi-year forecasts and internal cost attribution—directly informs strategic investment and planning across executive leadership.
Prior to his role at Workday, Charles served as AI/ML Product Manager and Technical Program Manager at Beast Code, LLC, where he led development of secure GenAI solutions for classified government networks. Under his leadership, teams delivered open-source classic machine learning models and large language model prototypes, aligned with mission-critical use cases. He spearheaded multi-million dollar government contracts, working hand-in-hand with client stakeholders to conduct design sprints, deliver user-focused solutions, and uphold strict security and regulatory requirements.
At Cisco Systems, Charles played a key role in modernizing product development frameworks by introducing Agile and SAFe methodologies across customer experience (CX) product lines. His efforts led to accelerated release cycles, greater organizational alignment, and helped position Cisco to secure over $400 million in annual contract value. He also provided leadership in business case development, go-to-market strategy, customer adoption analysis, and internal enablement programs.
Charles’ leadership foundation was built during a distinguished career in the United States Navy, where he served in multiple high-impact roles including Deputy Director of Engineering & Planning at the Trident Refit Facility and Operations Director for strategic submarine operations. He was responsible for multi-phase, multi-year programs overseeing infrastructure modernization, operational readiness, and risk management—often managing teams of over 100 and programs valued in the hundreds of millions. His application of ADKAR and Kotter’s change management models earned national recognition, and his programmatic excellence resulted in accelerated timelines, reduced operational risk, and improved training outcomes.
Charles holds an MBA with an AI concentration (in progress) from the Jack Welch Management Institute, a Master’s in Electrical and Electronic Engineering from the Naval Postgraduate School, and a Bachelor of Science in Computer Science from the U.S. Naval Academy. He also earned a Graduate Certificate in Machine Learning and Data Analytics from MIT. His certifications include PMP, CSM, CISSP, Lean Six Sigma Black Belt, and DAWIA Level III Program Management, among others.
Charles is actively exploring board and advisory opportunities within the technology and software sectors. With a proven ability to lead cross-functional teams, navigate complex technical ecosystems, and align mission-critical outcomes with business strategy, he is uniquely equipped to add value to innovative companies seeking experienced guidance in AI/ML, data infrastructure, or operational transformation. His blend of strategic insight, servant leadership, and technical acumen make him an asset to any boardroom or executive advisory team.
