Arturo’s career began in the fire service, where he developed a deep understanding of emergency response, operational leadership, and the critical importance of teamwork. Rising through the ranks over the course of his 25-year tenure, he ultimately served as Fire Chief for 15 years. In this role, he was responsible for overseeing all aspects of departmental operations, including personnel management, budgeting, safety compliance, and community engagement. His leadership not only strengthened internal team performance but also enhanced public trust and safety outcomes within the communities he served.  His understanding of leadership in public safety is further enhanced through his state-certification as a law enforcement officer during his tenure in the fire service.

Transitioning from municipal leadership to federal service, Arturo joined the Federal Emergency Management Agency (FEMA) in 2016 as a Mitigation Specialist. In this role, he leverages his extensive field experience to support disaster recovery and mitigation efforts nationwide. Working in a hybrid and highly independent capacity, Arturo conducts site inspections, evaluates infrastructure risks, and contributes to strategies designed to enhance long-term community resilience. His ability to operate autonomously while maintaining alignment with broader organizational objectives underscores his discipline and strategic mindset.

Arturo’s work with FEMA reflects his deep commitment to safeguarding communities and strengthening infrastructure against future risks. In addition to his operational and federal experience, Arturo has also served in public office as chairperson of a mayor’s transition team.  This role as well as being nominated fire chief of the year reflects well on his firsthand insight into governance, policy development, and municipal decision-making. His experience in elected leadership complements his executive background, enabling him to understand organizational challenges from multiple vantage points and contribute meaningfully to board-level discussions.

Academically, Arturo holds a master’s degree in leadership and Disaster Preparedness from Grand Canyon University, with a focus on public administration, homeland security, and disaster preparedness. His educational background reinforces his practical experience, equipping him with a comprehensive understanding of leadership theory, strategic planning, and crisis management in both public and private sector contexts.  In addition, Arturo possesses ample knowledge in Fire Science technology through his formal education from an accredited college.
