His career expanded significantly when he joined the U.S. Department of State, where he spent more than six years supporting diplomatic telecommunications and secure global communications. As a Diplomatic Telecommunications Officer, Adam administered enterprise technology, telecommunications, secure radio, and related systems supporting U.S. diplomatic facilities in demanding international environments. He later became Deputy Director of Mobile Communications, assuming broader responsibility for secure communications supporting Secretary-level diplomatic missions. These assignments deepened his expertise in network administration, technical integration, emergency response systems, infrastructure protection, global telecommunications, communication security, international operations, and diplomatic support.

Adam subsequently brought that operational and technical experience to the U.S. Department of Homeland Security, where his responsibilities increasingly moved toward national-level operations, executive support, and organizational preparedness. As Executive Officer within the National Operations Center, he supported senior national leadership through real-time operational briefings during major domestic and international events while helping coordinate continuity exercises and modernization initiatives involving secure communications and intelligence systems. The role demanded discretion, situational awareness, interagency collaboration, and an ability to translate complex operational developments into information leaders could use. From 2013 through 2016, Adam served as an Operations Officer in the White House Situation Room within the Executive Office of the President. Working in one of the federal government’s most consequential operational environments, he contributed to national information-sharing, emergency communications, situational awareness, and preparedness capabilities. He helped advance communications and technology platforms designed to improve coordination and operational visibility while supporting the continuous flow of critical information. Returning to the Department of Homeland Security, Adam continued progressing through increasingly senior positions within the National Operations Center. As Project and Business Continuity Director, he led continuity and resilience efforts associated with mission-essential facilities, infrastructure transitions, modernization initiatives, redundant systems, and recovery planning. He helped organizations prepare not merely to respond when disruption occurred, but to design resilience into their operations before a crisis emerged. This experience further developed his command of continuity strategy, recovery planning, organizational resilience, enterprise transitions, redundancy planning, and stability management.

Adam later served as Operations Director for the National Operations Center, coordinating 24/7 activities supporting threat monitoring, incident coordination, situational awareness, executive reporting, and collaboration across federal homeland security organizations and partners. His responsibilities placed him at the center of high-pressure environments where information had to be evaluated quickly, stakeholders aligned effectively, and senior leaders equipped to make consequential decisions. Preparedness exercises and crisis simulations were also central to his work, reinforcing institutional readiness before real-world events tested those capabilities. His professional profile reflects corresponding strengths in emergency coordination, intelligence reporting, crisis leadership, preparedness planning, threat evaluation, and executive communications.

His federal leadership trajectory culminated in his service as Director of the Executive Secretariat for the Cybersecurity and Infrastructure Security Agency. In this capacity, Adam directed executive operations supporting CISA’s leadership and mission, with responsibilities encompassing sensitive information governance, executive correspondence, congressional engagement, secure workflows, records management, and organizational transition activities. His work included overseeing the archival and migration of more than 850,000 mission-critical records while strengthening accessibility and transition readiness. The position brought together many dimensions of his career—governance, cybersecurity and infrastructure security, executive administration, organizational planning, regulatory alignment, leadership engagement, and operational execution—and applied them within an agency charged with helping protect critical infrastructure and national resilience.
