Effective resilience requires boards and management to understand critical business dependencies, protect trusted recovery capabilities, test severe but plausible cyber scenarios, and measure actual recoverability against defined disruption tolerances. By treating cyber resilience as an enterprise-wide governance responsibility rather than solely an IT function, organizations can strengthen their ability to withstand attacks, recover from a trusted state, and continue delivering the services that matter most.
