The path to this executive leadership position has been anything but linear. Earlier in his tenure at Maximus, William served as Senior Operations Manager for both platform teams and applications administration. These roles called upon his ability to align technical strategy with evolving business goals while also restoring trust during critical moments, such as overseeing infrastructure rebuilds in the wake of a data breach. His calm under pressure and structured approach to recovery not only stabilized systems but also restored customer confidence within days—an achievement that underscores his reliability as a leader.

Before moving into management, William established himself as a technical authority in application support and system integration. At Policy Studies, Inc., later acquired by Maximus, he provided critical support for custom software applications across diverse environments. This work honed his ability to identify root causes, document solutions, and create systems that empowered teams to respond quickly to challenges. His earlier career at J.D. Edwards and AllWest Systems further sharpened his expertise in system integration, software mastering, and automation design, laying the foundation for his later success in enterprise-scale DevSecOps.

He has consistently mentored and expanded teams—growing offshore groups into 24×7 global operations and implementing small-team empowerment models that increased ownership and engagement.
