Dr. Ronald L. Watson is a distinguished executive with over 30 years of progressive leadership in strategic business management, technology integration, public policy development, and military service. A visionary leader with deep expertise in systems science, legislation, intelligence, cybersecurity, and emerging technologies, Dr. Watson has consistently demonstrated his capacity to drive organizational transformation and deliver impactful results across both public and private sectors.
Dr. Watson currently serves as executive consultant with the National School Board Association (NSBA) where he is charged with the development and implementation of tailored AI training for School Board Leaders. The goal is to train and empower board members to perform effective oversight of their respective school districts through clear, actionable, AI policies consistent with the April 23, 2025 Presidential Executive Order: “Advancing Artificial Intelligence Education for American Youth”.
Dr. Watson has served as a Microelectronics Hardware Trust and Supply Chain Analyst with TAP Engineering, where he supported Department of Defense initiatives related to the CHIPS and Science Act. His role emphasizes national security, open-source intelligence analysis, and global supply chain assessments, providing critical insights that support secure technology implementation and foreign engagement.
Previously, he was the founder and CEO of Watson Management Corporation, a consulting firm that provided strategic and operational support to the National Security Agency (NSA) and other Department of Defense clients. In this capacity, Dr. Watson led multi-year technology development roadmaps and “Quick Reaction Capability” (QRC) programs, successfully salvaging multimillion-dollar defense contracts deemed critical to national security. His earlier career includes high-impact roles at IBM Global Services, Lockheed Martin Mission Systems, and MCR, LLC, where he generated significant revenue, led enterprise modernization efforts, and championed the implementation of industry-leading process improvement frameworks such as CMMI.
Dr. Watson’s influence extends into public service as a current member of the Maryland State Senate, representing the 23rd Legislative District. He sits on the Education, Energy, and the Environment Committee, as well as the Joint Committee on Cybersecurity, Information Technology, and Biotechnology. His legislative priorities have focused on advancing technology innovation, ensuring educational equity, and promoting clean energy policy, and internet gaming (iGaming). He previously served in the Maryland House of Delegates and on the Prince George’s County Board of Education, where he was elected Vice-Chair and authored key governance frameworks that helped revitalize the district’s operations.
A retired U.S. Army Major and Signal Officer, Dr. Watson dedicated 15 years to military service, including leadership roles during Operation Enduring Freedom. His military background has profoundly shaped his executive presence, strategic planning abilities, and commitment to mission-driven leadership.
Dr. Watson holds a PhD and MS in Systems Science from Binghamton University, an MBA from The George Washington University, and a BS in Electrical Engineering from Morgan State University. He is also a certified Project Management Professional (PMP) and a Carnegie Mellon-trained expert in risk management, process improvement, and CMMI methodologies.
Deeply engaged in education and technology advancement, Dr. Watson currently serves on the Engineering Executive Council at Morgan State University and has held numerous board positions with educational, civic, and economic development organizations. His professional affiliations include Kappa Alpha Psi Fraternity (Life Member), Prince Hall F&AM, the American Legion, and several advisory roles dedicated to community development, youth empowerment, and STEM leadership.
