As the former Connecticut Claims Commissioner, appointed by the governor, he adjudicated more than 1,000 claims against the state and issued over 200 legal opinions. His work included high-profile matters, such as the Charla Nash chimpanzee attack case and the Kenneth Ireland wrongful incarceration claim.
