Michael’s professional journey began with the U.S. Nuclear Regulatory Commission, where he served as Deputy Chief Hearing Counsel. In this role, he represented the agency in federal administrative proceedings and court litigation related to nuclear power plant licensing. His notable contributions included ensuring compliance with environmental and safety standards, culminating in his appointment as Deputy Chief Hearing Counsel in 1976.

Transitioning to the Oregon Department of Energy, Michael held various positions, including Deputy Director and Director. He played a pivotal role in shaping Oregon’s energy policy, promoting energy efficiency, and overseeing the development of renewable energy projects. His leadership was instrumental in managing the state’s response to nuclear waste cleanup at the Hanford facility in Washington.

From 2009 to 2014, Michael served as a Renewable Energy Advisor at the Oregon Business Development Department. Here, he spearheaded efforts to recruit and expand solar, wind, and other renewable energy businesses in Oregon. His work involved negotiating performance agreements for state financial incentives and supporting the growth of CleanTech businesses.

He has provided invaluable guidance on investment and development of renewable energy projects, implementation of the Inflation Reduction Act and other energy issues. 

Michael is also deeply engaged in volunteer work, including coaching the Speech and Debate Team at Bishop Blanchet High School since 2002 and mentoring law students at Willamette University College of Law, Gonzaga University, and New York University.
