    Prior to his work in Idaho, Matt spent five years managing the Customer Connect project for the Maryland Motor Vehicle Administration (MVA). This transformation effort was recognized by the Governor of Maryland for its role in improving efficiency and accessibility across a broad range of citizen services, from motor vehicle transactions to voter registration and TSA PreCheck processing. Under Matt’s leadership, the initiative reduced MVA wait times from 40 minutes to under 10, optimized digital services, and integrated the state’s Mobile Driver’s License (MDL) system with Apple and Google wallets—making Maryland the first state in the U.S. to achieve full compliance with ISO digital identity standards. His expertise in law enforcement integration, disaster recovery, and queue management played a crucial role in ensuring a seamless user experience for Maryland residents.

    From 2013 to 2018, Matt served as Implementation Lead for the Oregon Department of Revenue, where he directed one of the most successful IT modernization projects in the state’s history. Overseeing the replacement of 87 legacy tax systems with an integrated digital platform, he was instrumental in improving data accuracy, automating compliance measures, and enhancing citizen self-service tools. His leadership extended to bulk mailing automation, tax policy analysis, and cybersecurity risk management, ensuring the reliability and security of Oregon’s tax infrastructure.

    Matt began his tenure at Fast Enterprises in 2012 as an Implementation Consultant for the California Employment Development Department, gaining hands-on experience in UI/UX design, batch processing, and government technology systems. His early work in developing user-friendly digital services for unemployment tax filings laid the foundation for his continued focus on efficiency-driven modernization in the public sector.

    A graduate of Gonzaga University with a degree in Business Administration (Concentrations: Management Information Systems & Marketing), Matt is an active member of industry organizations such as the Council on Licensure, Enforcement and Regulation (CLEAR), the American Association of Motor Vehicle Administrators (AAMVA), and the Federation of Tax Administrators (FTA). His technical expertise spans SQL, PostgreSQL, VB.NET, cybersecurity, API integrations, and cloud computing, allowing him to bridge the gap between technology and government operations seamlessly.
