Lyle Frohman: Empowering Organizations to Work Smarter, Perform Better, and Deliver Results

Published on:

Lyle Frohman is a senior program and product management leader whose career spans more than three decades across energy, utilities, construction, water recycling, and high technology. Guided by a personal mission to “better mankind, embrace change, create opportunities and work smarter not harder,” he has built a reputation for transforming complex operational environments into streamlined, high-performing systems. From grid interconnection and capital programs to construction management and diagnostic engineering, Lyle’s work consistently centers on creating measurable impact, elevating standards of excellence, and delivering tangible results.

At the core of Lyle’s professional identity is his ability to stand at the intersection of engineering precision and organizational effectiveness. Trained as an electrical engineer at the University of California, Davis, he began his journey with a strong technical foundation in hardware diagnostics, systems testing, and software development. Over time, he deliberately evolved into a strategic program leader who could speak the language of executives, regulators, engineers, contractors, and customers with equal fluency. This blend of technical depth and business acumen has positioned him as a trusted leader for organizations that must balance regulatory rigor, financial discipline, and operational scalability.

Most recently, Lyle served as Electric Grid Interconnection Manager at Pacific Gas & Electric, where he oversaw the complete lifecycle of more than 100 wholesale generation interconnection projects across California. In this role, he guided customers through technically demanding reviews, tariff-driven processes, and complex regulatory frameworks while ensuring that projects moved from concept to commissioning with clarity and accountability. He maintained full compliance with CPUC, CAISO, and FERC requirements, coordinating studies, contracts, amendments, and reporting with a meticulous attention to detail. His work at PG&E helped ensure that critical grid infrastructure and generation assets were integrated safely, efficiently, and in alignment with evolving energy market demands.

Lyle’s leadership at PG&E extended beyond individual projects to the transformation of team operations. He used SAP and related tools to manage capital planning, scheduling, and financial controls, achieving a flawless record of on-time task completion within the system. Recognizing opportunities to reduce friction, he designed a financial process optimization plan that introduced an executive-facing dashboard, increasing transparency and supporting data-driven decision-making. He also developed a staff training and succession framework that captured tacit knowledge and reduced onboarding time for new employees by 25 percent, demonstrating his commitment not just to systems and processes, but to people and organizational continuity. His creation of a comprehensive plan review checklist that reduced documentation errors by 90 percent is a hallmark of his “work smarter” philosophy in action.

Before his tenure at PG&E, Lyle played a pivotal role at the City of San José’s South Bay Water Recycling (SBWR) division as a Senior Engineering Technician. There, he modernized key operational and regulatory elements by rewriting Rules and Regulations, redesigning compliance workflows, and tightening inspection protocols, all contributing to a dramatic reduction in non-compliance. He led capital and maintenance initiatives—such as security and communication system upgrades—and authored SBWR’s first ESRI GIS work plan, helping the organization better understand and manage its infrastructure assets. He also trained more than 1,000 contractors, customers, and partner agencies on safety and regulatory standards, serving as a daily liaison to regional and state water boards. His process improvements cut permitting labor costs by 50 percent and reduced plan review labor hours by over 80 percent, shortening project time-to-market for customers while strengthening regulatory outcomes.

Lyle’s entrepreneurial and construction management experience is equally deep. As Owner and CFO of JP Whitney Construction, he managed more than 300 residential and commercial projects, including apartments, schools, churches, and industrial sites with budgets ranging from $25,000 to over $2 million. He oversaw estimating, permitting, compliance, design revisions, and on-site execution, consistently maintaining a customer satisfaction rate above 95 percent and an on-time delivery rate exceeding 95 percent. Beyond project execution, he led marketing, finance, HR, and IT, implementing workflow automation and technology tools that reduced labor costs by 20 percent and increased qualified sales leads by 40 percent. His ability to navigate negotiations with more than 100 agencies, architects, engineers, and utility providers underscored his skill at stakeholder alignment in high-stakes environments.

Earlier in his career, Lyle built a strong foundation in high tech and product lifecycle management. At Hewlett Packard, he progressed from diagnostic engineer to program manager, working on HP-UX diagnostics, diagnostic platforms, and system-level tools that supported servers and workstations. He conceived and drove the Product Simplification initiative, identifying more than $5 million in annual savings through price list reduction, waste minimization, and licensing changes. He also played a central role in the creation of HP’s first Support CD and in new packaging and branding for HP-UX, demonstrating his ability to connect technical innovation with customer experience and supply-chain efficiency. At Quadrite, a product lifecycle management company, he further honed his skills in customer demos, web content, test-bed development, and marketing, reducing testing effort and helping the company bring products to market more quickly.

Lyle’s earliest professional years at Fairchild, now part of ON Semiconductor, provided him with deep exposure to diagnostic software, test automation, and systems integration. Working with DEC VAX and Data General environments, he developed test tools and processes for digital and analog test equipment, supported hardware debugging at customer sites, and built diagnostic scripts and tools that improved test coverage and reliability. This early immersion in disciplined engineering environments shaped his analytical mindset and his commitment to quality, both of which continue to inform his work in infrastructure, utilities, and construction decades later.

Across all of these roles, Lyle’s areas of expertise have consistently included program and project management, facility and asset management, grid interconnection, estimating, capital planning, regulatory compliance, and cross-functional leadership. He is adept at building and optimizing workflows, deploying GIS and CMMS/FMS tools, and integrating systems such as SAP and SQL/NoSQL databases to support reliable operations. He excels in environments where infrastructure, regulation, and customer expectations intersect—energy utilities, recycled water systems, and construction projects that require both engineering rigor and stakeholder diplomacy.

Lyle’s academic and professional development reflect a commitment to lifelong learning and disciplined leadership. He holds a Bachelor of Science in Electrical Engineering with a focus in Computing from the University of California, Davis, where he was active in golf and intramural sports. Over the years, he has completed a range of leadership and technical programs, including Project Management Fundamentals, Programming Project Management, Lean training at PG&E, recycled water trainer certification, EPA lead abatement supervision, and Stephen R. Covey’s “Seven Habits of Highly Effective People.” These experiences reinforce his leadership style: structured yet adaptable, principled yet pragmatic.

Outside of work, Lyle’s interests humanize the executive behind the resume. He is an avid golfer, a former football referee, and someone who genuinely loves sports for the teamwork, strategy, and discipline they require. His history as a youth soccer coach reflects his belief in mentorship and building the next generation, while his enthusiasm for do-it-yourself projects and his appreciation for wine reveal a hands-on, curious, and detail-oriented nature. He is open to travel and enjoys engaging with new environments and perspectives, aligning with his mission to embrace change and create opportunities.

Today, Lyle is actively seeking opportunities to serve on boards and advisory committees, particularly with organizations in construction, utilities, energy, and related infrastructure sectors. With over 30 years of experience spanning public utilities, municipal operations, commercial and residential construction, high tech, and PLM, he offers a rare blend of field-level understanding and boardroom-ready perspective. He discovered Boardsi through LinkedIn and views board service as a natural extension of his career—a way to leverage his diverse background, give back to industries that have shaped him, and help organizations navigate growth, risk, and transformation. For boards seeking a leader who can bridge technical complexity with strategic clarity and who is grounded in impact, excellence, and results, Lyle Frohman represents a compelling and well-rounded candidate.
