As a Case Manager, Children’s Services Coordinator, Supervisor of Children’s Services, and later Social Housing Resource Coordinator, she gained a deep understanding of Ontario legislation, funding systems, program administration, and cross-sector collaboration. This progression built the strong policy and operational expertise that ultimately positioned her for her current executive-level work in housing and homelessness strategy. Her approach has always been defined by purpose, compassion, and structured problem-solving—qualities that have earned her the trust of colleagues, community partners, and elected officials.

As Program Manager of Homeless Prevention Services, Louise oversees strategic, fiscal, and operational components of multiple housing programs serving Haldimand and Norfolk Counties. She leads system-wide planning, coordinated access frameworks, encampment response strategies, the By-Name List, and a range of prevention and support initiatives designed to break cycles of homelessness. She manages multidisciplinary teams, collaborates with regional and provincial partners, and provides expert guidance to County Council, ensuring that decisions remain data-informed and aligned with the ten-year Housing and Homelessness Plan. During her interim role as Acting Director of Housing and Homelessness Prevention Services, she was entrusted with the full scope of executive responsibilities for the department. She oversees bylaw interpretation, AGM preparation, formal communications, and board documentation, further strengthening her versatility in both local and international governance environments.
