Joseph Tutterrow’s professional journey spans over four decades, rooted in a deep respect for natural resources and a profound commitment to environmental sustainability, responsible land use, and community development. As a seasoned executive, board leader, and public servant, Joe has built a career defined by purpose, impact, and a steadfast dedication to leaving both landscapes and communities stronger than he found them. From state government and nonprofit leadership to grassroots civic engagement, his work has consistently focused on bridging the gap between conservation science and real-world implementation.

Joe’s early years were shaped by a deep connection to the natural world. Born and raised on the south side of Indianapolis, he developed a keen appreciation for the outdoors that would later define his professional path. After attending Emmerich Manual High School and playing collegiate baseball at the University of Indianapolis, Joe pursued a degree in Forestry and Natural Resources from Purdue University, where he laid the academic foundation for a lifelong career in environmental leadership.

Following his graduation from Purdue in 1981, Joe began his public service with the Indiana Department of Natural Resources (DNR), where he quickly rose through the ranks. As Assistant State Forester from 1995 to 2000, Joe led six major statewide programs including Urban Forestry, Fire Management, Forestry Education, Forest Health, and Utilization and Marketing. While serving Joe became a certified facilitator in Stephen Covey’s acclaimed leadership programs, including The 7 Habits of Highly Effective People and Principle-Centered Leadership. He was instrumental in developing policy frameworks and community initiatives that enhanced sustainable land management across Indiana, gaining the respect of colleagues, government officials, and community stakeholders alike.

In 2000, Joe was appointed Executive Director of the Indiana Land Resources Council (ILRC), where he provided statewide leadership on land use planning, farmland preservation, and sustainable development. His ability to coordinate across agencies, convene focus groups, and facilitate inclusive planning processes positioned him as a trusted advisor to local and state decision-makers. Under his guidance, the ILRC earned a reputation for practical, balanced solutions to Indiana’s most pressing land use challenges.

Joe’s leadership excellence reached new heights during his 15-year tenure as Director of Protection for The Nature Conservancy (TNC) in Indiana. From 2006 to 2021, he managed large-scale conservation initiatives, collaborated with landowners, and oversaw strategic land acquisitions that protected thousands of acres of high-priority natural areas. His work with TNC was grounded in partnership-building—uniting stakeholders from private industry, public agencies, and nonprofit organizations to advance shared environmental goals. His thoughtful, inclusive approach earned him widespread recognition in Indiana’s environmental community.

Beyond his professional roles, Joe has consistently made meaningful contributions through volunteerism and board leadership. He served as President of the Morgan County Park and Recreation Board for nearly a decade, driving enhancements to local parks and outdoor spaces that enriched quality of life for residents. Since 2012, Joe has served as a Board Member and Secretary of the Morgan County Convention, Visitors and Tourism Commission, helping promote environmentally responsible tourism that honors the area’s natural heritage.

Joe’s governance experience also includes a term as President of the Indiana Land Protection Alliance (ILPA), where he helped complete the organization’s 501(c)(3) formation and strategic plan. His leadership ensured ILPA’s sustainability and impact, particularly through his role as Chair of its Advisory Committee. Whether working on policy, operations, or strategic development, Joe has been a consistent force for clarity, collaboration, and progress within boardrooms and community halls alike. In the later years of his tenure with the Indiana Department of Natural Resources and during his time with the Indiana Land Resources Council, Joe collaborated with Dr. Janet Ayres and Professor Bill Hoover of Purdue University to develop and lead The Natural Resource Leadership Development Institute. Offered through Purdue Extension, the program spanned four years and engaged over 80 agriculture and natural resource managers across Indiana, focusing on public decision-making and conflict resolution. Many alumni continue to regard it as one of the most impactful professional development experiences of their careers.

Internationally, Joe has broadened his environmental lens through experiences in the Dominican Republic and Mexico, where he engaged with conservation practices in diverse ecosystems. While he does not speak other languages fluently, his cultural exposure has deepened his appreciation for global perspectives on environmental stewardship and sustainable development. His work always reflects a balance of local action and global awareness.

Now retired, Joe remains as active and committed as ever. His current focus is on serving organizations that align with his lifelong values—natural resource protection, community well-being, and purposeful growth. With his rich background in strategic planning, project management, nonprofit leadership, and public engagement, Joe brings both the experience and the passion to help companies, boards, and mission-driven entities gain traction and grow with integrity.
