Mr. Smith’s journey began with a Bachelor of Science in Industrial Management from the Illinois Institute of Technology, followed by an MBA in Finance and Financial Management from Loyola University Chicago. Early in his career, he was inspired by the synergy of healthcare and IT, beginning his tenure at Blue Cross Blue Shield (BCBS) Illinois, then moving through the Blue Cross Association, Independence Blue Cross, and ultimately Arkansas BCBS. During his 21 years there, he led monumental IT transformations, including the design and implementation of the Inter-Plan System—a national platform enabling seamless claims communication among all BCBS organizations. This initiative helped grow BCBS’s subscriber base from 66 million to over 100 million Americans.
His most groundbreaking accomplishment was the creation of America’s first fully integrated Health Information Exchange (AHIN), which unified administrative, clinical, and financial transactions across the healthcare ecosystem. This innovation, launched in collaboration with two Arkansas hospital systems, became a model for secure, real-time health data exchange among hospitals, payors, and physicians.
A recognized national thought leader, Mr. Smith was awarded U.S. Patent No. 8,265,952 for developing a business and IT strategy supporting the industry’s migration from ICD-9 to ICD-10 coding—a change critical to modernizing healthcare’s financial backbone. He was a mentor and helped me navigate my early days in the Blues as well as a Champion of many healthcare and technology causes and issues providing Blues and National Leadership to creating and building standards and solutions.
