    Most recently, Dr. Zucker served as Deputy Director for Global Health at the Centers for Disease Control and Prevention (CDC), where he was at the forefront of international health strategy and diplomacy. Tasked with overseeing a $2.6 billion global health budget and managing more than 3,000 public health professionals across CDC country offices worldwide, he worked to address critical health challenges such as infectious disease control, pandemic preparedness, and vaccine equity. Collaborating with the National Security Council, at The White House, USAID, the World Health Organization (WHO) and other partners, Dr. Zucker led strategic initiatives to enhance health outcomes in underserved regions, building sustainable frameworks for global health security.

    Before joining the CDC, Dr. Zucker served for over seven years as the Commissioner of the New York State Department of Health, one of the largest and most complex healthcare systems in the United States. Overseeing a $160 billion budget and 5,000 employees, he spearheaded transformative initiatives that addressed critical health disparities, environmental health concerns, emerging public health threats and the state Medicaid program. During the COVID-19 pandemic, Dr. Zucker directed New York’s robust response, implementing widespread testing, vaccination rollouts, and public education campaigns that became models for the nation. His decisive leadership was also instrumental in managing outbreaks of Ebola, Zika, and a statewide measles epidemic, where his engagement with community leaders prevented the United States from losing its measles elimination status.

    Under his tenure, Dr. Zucker initiated groundbreaking programs to combat the opioid crisis, reduce maternal mortality, and modernize the healthcare workforce. He championed New York’s “End the Epidemic” HIV initiative and led efforts to ban fracking, address drinking water contamination, and regulate e-cigarettes. His leadership extended to the development of the One Brooklyn Health System that reimagined healthcare delivery for half a million culturally diverse residents, and implementation of the $8 billion Medicaid waiver program.

    On the global stage, Dr. Zucker’s legacy includes his impactful role as Assistant Director-General of the World Health Organization (WHO) where, as the top American at the WHO, he oversaw a $200 million budget and directed a global team of 175 public health experts. Dr. Zucker created the International Medical Products Anti-Counterfeiting Taskforce (IMPACT) to combat counterfeit medicines, a critical initiative that safeguarded millions of lives in vulnerable populations. He also led the $6 billion Global Health Technologies Initiative, funded by the Bill and Melinda Gates Foundation, to bring life-saving medical innovations to low- and middle-income countries. Dr. Zucker’s diplomatic skills were central to developing WHO’s Global Essential Medicines List and addressing the intersection of public health, intellectual property, and innovation. He also oversaw the WHO Prequalification list. He has a postgraduate diploma in global health policy from the London School of Hygiene & Tropical Medicine.

    As a White House Fellow and then as Deputy Assistant Secretary of Health under the U.S. Department of Health and Human Services (HHS), Dr. Zucker’s leadership addressed some of the nation’s most pressing health challenges, including the SARS outbreak, anthrax crisis, and pandemic preparedness. He conceived of, created and implemented the nation’s Medical Reserve Corps, a network of over 300,000 volunteers dedicated to emergency response. In a pioneering effort to improve global health literacy, he developed the Afghan Family Health Book, a resource that reached over 4 million women in Afghanistan, empowering families with critical health knowledge. He wrote The Federal Initiative in Regenerative Medicine report that was presented to The White House and led to new governmental strategies on tissue engineering.

    Dr. Zucker’s expertise extends far beyond public health policy. As a physician, he is board-certified in six specialties, including Pediatrics, Pediatric Cardiology, Anesthesiology, and Critical Care Medicine. He trained and taught at world-renowned institutions, including Harvard, Yale, Johns Hopkins, Columbia, and the University of Pennsylvania. At New York Presbyterian Hospital, he restructured pediatric critical care services, directing the Pediatric Intensive Care Unit and earning national recognition for designing the award-winning Morgan Stanley Children’s Hospital ICU. He provided pediatric cardiology and pediatric anesthesiology care. His innovative approach improved patient outcomes and redefined standards in critical care.

    In addition to his medical accomplishments, Dr. Zucker is a legal expert, holding a Juris Doctor (J.D.) from Fordham University and a Master of Laws (LLM) from Columbia Law School. He is admitted to the Bars of New York, New Jersey, and the Supreme Court of the United States, providing him with a unique perspective on healthcare law, bioethics, and intellectual property rights. This multidisciplinary foundation enables him to navigate the intersection of medicine, law, and policy with precision and creativity.

He has delivered a dozen graduation speeches and written 24 op-eds in multiple publications.

    A recipient of two honorary degrees and numerous prestigious awards, including the Dan McNamara Honorary Lectureship from the American College of Cardiology, the William Rashkind Memorial Lectureship from the American Heart Association and Alpha Omega Alpha Honor Medical Society membership, Dr. Zucker has consistently been recognized as a trailblazer in healthcare and public service. His TEDx talk, “From Einstein to Baby Shark: Relativity in the Age of Virality”, showcased his ability to distill complex ideas into engaging narratives, further amplifying his influence as a thought leader.

    In years past, Dr. Zucker has worked at MIT and McGill with NASA astronauts training them for Space Shuttle missions focused on neurovestibular research and was Committee Chair for the National Space Biomedical Research Institute review. More recently, he served for 7 years on the board that manages the National Lab on the International Space Station. He has also served on various boards focused on pediatric cardiac disease, public health, peace programs, and mitochondrial disease. He was an Institute of Politics Fellow at Harvard Kennedy School, a Presidential Leadership Scholar and was chief medical officer (part-time) for Color Health, Inc.
