Elizabeth A. Scott, MBA, is a seasoned executive and healthcare compliance leader with more than three decades of distinguished experience across Medicare, Medicaid, and commercial insurance sectors. Throughout her career, Elizabeth has consistently demonstrated a commitment to excellence, building high-performing compliance programs, strengthening regulatory integrity, and ensuring organizations are well-positioned to meet and exceed state and federal requirements. Her expansive background spans leadership roles in compliance, auditing, policy oversight, delegation management, and organizational governance.

Currently serving as Director and Compliance Officer at Care N’ Care Insurance Company, a part of Southwestern Health Resources, Elizabeth established and now leads a comprehensive compliance team that ensures ongoing adherence to CMS Medicare Advantage regulations and Texas Department of Insurance reporting requirements. She has built critical partnerships with CMS account managers and state regulators, developed rigorous risk assessment frameworks, implemented detailed monitoring and auditing processes, and created a delegation oversight model that supports transparency and accountability with first-tier, downstream, and related entities (FDRs).

Elizabeth also serves as the primary liaison to Care N’ Care’s Audit and Compliance Committee and Board of Directors, delivering actionable insights and regulatory updates. Under her leadership, the organization has implemented a robust Corrective Action Plan (CAP) process and established year-round audit readiness strategies—ensuring swift and strategic responses to compliance challenges.

Prior to her current role, Elizabeth served as Director of Medicare Compliance and Ethics and Regional Compliance Officer at Centene Corporation. There, she managed compliance oversight for health plans in Michigan, Missouri, and Mississippi, while also overseeing corporate audit and monitoring initiatives. She designed and executed annual Medicare risk assessments, managed teams responsible for audit functions, and drove the development of compliance policies aligned with rapidly evolving CMS regulations.

Her earlier leadership at eHealth Insurance, Essence Healthcare, Molina Healthcare of Missouri, and other nationally recognized organizations demonstrates her adaptability and depth across product lines. At each organization, Elizabeth has led teams in compliance training, fraud, waste, and abuse prevention, policy creation, and regulatory submission processes. Her experience encompasses everything from internal audit and hotline investigation processes to marketing material reviews and data validation audit coordination.

Elizabeth holds both a Master of Business Administration and a Bachelor of Arts in Healthcare Management from Lindenwood University in St. Charles, Missouri. She is a dedicated member of the Health Care Compliance Association (HCCA) and the Society of Corporate Compliance and Ethics (SCCE), remaining active in thought leadership and professional development within the compliance community.
